Job Description - Associate IT Officer (Organizational Resilience)

You will need:

  • Bachelor’s degree in information technology, computer science, engineering, or related fields preferably with advanced training.

  • At least 5 years of relevant professional experience in IT operations, IT service management, infrastructure support, IT resiliency, business continuity, disaster recovery, incident management, or cybersecurity operations.

  • Knowledgeable in IT disaster recovery planning and testing, business continuity concepts and practices, and IT infrastructure and application environments.

  • Familiarity with incident management processes, as well as risk and compliance frameworks

  • Proven ability to improve execution and tracking of IT resiliency activities, enhance service readiness for disruption response and recovery, maintain accurate and audit-ready documentation, and effectively coordinate across ITD and business stakeholders.

  • Strong written and verbal communication skills in English.

This appointment is open to internal and external applicants.
 
This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that\: (a) it will require Staff’s particular blend of skills and experience in the foreseeable future; and (b) Staff’s performance is satisfactory and they are suitable for further employment.

Organizational Setting and Reporting Relationship
The position of Associate IT Officer (Organizational Resilience) is assigned to the Office of the Director General, Cybersecurity and Compliance Unit (ITOD-CSU) within the Information Technology Department (ITD). You will be based at our Headquarters in Manila, Philippines.

 

You will report to the designated international staff and Senior IT Officer (Organizational Resilience) and will work closely with ITD teams, business units, and organizational resilience stakeholders.


Your Role
As an Associate IT Officer (Organizational Resilience), you will contribute to the analysis, evaluation, and continuous improvement of ADB's IT resiliency, business continuity, and disaster recovery capabilities. You will assess resilience risks, evaluate recovery readiness, analyze disruption scenarios and recovery outcomes, and provide evidence-based recommendations to strengthen organizational resilience.


You will:
IT Resiliency Execution and Coordination 

  • Analyze IT resiliency activities, including disaster recovery (DR) tests and scenario-based exercises.
  • Track completion of resiliency-related deliverables across ITD teams.
  • Support integration of resiliency requirements across applications, infrastructure, and user services.

 

Business Continuity and Disaster Recovery Support

  • Support the conduct and maintenance of business continuity documents such as Business Impact Analysis (BIA), Risk Assessment (RA), Business Continuity Plans (BCP) and system recovery targets (RTO/RPO).
  • Evaluate risks associated with technology disruptions, cyber incidents, third-party dependencies, and operational vulnerabilities.
  • Analyze potential business impacts of disruption scenarios and recommend risk mitigation and recovery measures.
  • Contribute to the development and enhancement of resilience frameworks, methodologies, and procedures.

 

Incident and Crisis Management Support

  • Provide coordination support during major IT incidents and crisis events.
  • Assist in monitoring and reporting of IT incident response activities.
  • Analyze major IT incidents, service disruptions, and recovery events to identify root causes, lessons learned, and resilience implications.
  • Evaluate incident response and recovery performance against established policies, service targets, and resilience standards.
  • Ensure alignment between IT resiliency and major IT incident response reporting & escalation requirements and processes.

 

Risk Monitoring and Reporting

  • Analyze major IT incidents, service disruptions, and recovery events to identify root causes, lessons learned, and resilience implications.
  • Evaluate incident response and recovery performance against established policies, service targets, and resilience standards.
  • Assist in compliance monitoring against resiliency-related policies and standards.

 

Stakeholder Engagement and Coordination

  • Liaise with ITD teams, business units, and Organizational Resilience stakeholders to ensure alignment on resiliency.
  • Follow-up on action items from resiliency exercises, audits, and assessments.
  • Support coordination of cross-functional resiliency initiatives.

 

Documentation, Audit, and Compliance Support

  • Analyze audit findings, self-assessments, and review outcomes, and recommend remediation priorities.
  • Collaborate with ITD teams and business units to assess resilience requirements and ensure alignment with organizational objectives including documentation.
  • Exercise sound judgment in balancing operational, risk, compliance, and business considerations when formulating recommendations.
