Job Description - CAH PERMIT TO WORK SPECIALIST

JOB SUMMARY:

To ensure that the Permit to Work (PTW) system is in place in every maintenance activity for the safety of the working personnel and equipment. Understand and adhere to company policies related to Health, Safety, Security and Environment and participate in the implementation of the OSH Management System.

DUTIES AND RESPONSIBILITIES:

50%: 

  • Review and approve all applied works for PTW.
  • Confirm with the MCC Room Operator and CAH Shift Supervisor of the availability of equipment/system in the PTW application.
  • Coordinate with the CAH Auxiliary Operator for the proper isolation and LOTO of the equipment/system for PTW application.
  • Activate and issue PTW to maintenance/servicing team after ensuring that the equipment/system was properly isolated.
  • Close coordinate with maintenance/servicing group the status of the active PTWs.
  • Make and submit daily LOTO keys and padlock monitoring.

30%

  • Receive and review returned PTWs at every end of the day, whether completed or for continuation.
  • Check returned completed PTWs for its remarks and double check the status at local.
  • Coordinate with servicing group for any pending works of the returned PTWs like housekeeping and the like.
  • Coordinate with MCC Operator for the lining up of the isolated equipment/system in the completed PTW.
  • Confirms that all are normal in the equipment/system then conduct closing of the completed PTW.
  • 11. Make and submit daily PTW monitoring of new and ongoing PTWs.

20%

  • Participate in the conduct of Monthly PTW audit with the Safety Officer.
  • Conduct monthly audit of LOTO padlock and keys and report findings to CAH Superintendent and Operations Manager.
  • Attend training courses that are mandatory and for professional and personal growth.
  • Perform other functions not limited to tasks related to the job such as committee and cross training functions if designated.

TECHNICAL COMPETENCIES AND SKILLS:

  1. Considerable knowledge in operation and maintenance of coal handling system and related mechanical equipment.
  2. Knowledge of Mechanical and Electrical Systems including its design, use, repair and maintenance.
  3. Application of considerable knowledge of local laws, regulations, rules and ordinances and departmental policies and procedures related to the area of operation including occupational hazards and safety precautions.
  4. Working knowledge on good techniques and practices in the proper use of tools and equipment in maintenance.
  5. Ability to generate written reports using Microsoft Office applications or similar software applications.
  6. Ability to read and understand equipment instructional manuals and maintenance operating procedures.
  7. Applicable and considerable knowledge in Information Management Systems applied for Power Plant Operation and Maintenance.
  8. Management skills and handling relationships with top management, line management and associates.
  9. Wide knowledge in the safety operation of power plant equipment, specifically in coal and ash handling systems.
  10. Understanding and awareness of Environment, Health and Safety rules and regulations
  11. Ability to influence and persuade senior members of staff to review and alter practices, where necessary.
  12. Personal resilience and ability to perform effectively in a pressurized environment.
  13. Innovator with a positive “can do” attitude and a positive attitude to change.
  14. Highly motivated self-starter, willing and able to act on own initiative, as well as work within a team.
  15. Ability to deal with conflicting demands ensuring key priorities and deadlines are met through effective time management.
  16. Excellent organizational skills - ability to prioritize, manage, multi-task and execute projects cross-functionally
  17. Superior communications skills (presentation, written, and verbal) and ability to interact effectively with all levels of professional staff.
  18. Have a high sense of responsibility in maintaining the PTW system at work in every maintenance activity.
  19. Excellent problem-solving skills and ability to navigate challenging situations in a professional manner.
  20. Can effectively apply good 5S practice in the workplace.
  21. Knowledgeable in the unsafe working conditions in the coal handling and all the hazard and risk involved in every activity.

EDUCATION, TRAININGS, LICENSES REQUIRED:

Education: A graduate of Mechanical or Electrical Engineering / Engineering Technology or related courses.

Experience: At least 5 years of experience in any Power Plant Operations at Coal and Ash Handling section as an Auxiliary Operator or MCC/Control room operator.

TOOLS/ EQUIPMENT USED AT WORK:

Hard hat, Safety Shoes, Safety Gloves, Safety Glass, Other PPEs, handheld Radio and Industrial tools
