Job Description - Construction Lead (Railway)


Our brand, Lennor Metier Consultinga DOLE-licensed headhunting and recruitment agency in the Philippines, is proud to partner with a global technology solutions provider specializing in railway and infrastructure systems in their search for a Construction Lead based in Makati City.


 


Salary Range: ₱50,000 - ₱60,000


Work Setup: Hybrid (with site work as required) 


Shift Schedule: Day Shift


Location: Makati City


 


The role


The Construction Lead will oversee the day-to-day execution of telecom installation works across railway and infrastructure projects. This role is responsible for supervising site operations, managing construction teams and resources, ensuring quality workmanship, coordinating with multidisciplinary stakeholders, and maintaining compliance with project specifications, safety standards, and regulatory requirements.


 


Your Responsibilities:


Project Execution & Progress Monitoring



  • Oversee daily and weekly telecom installation activities, including cable tray and ladder installation, conduit works, cable laying, cable routing, cable termination, labeling, equipment rack/cabinet installation, and pedestal works

  • Monitor project schedules and ensure construction activities are completed according to approved timelines

  • Prepare daily progress reports detailing work accomplishments, manpower utilization, project status, and site issues

  • Identify project risks and recommend corrective actions to minimize delays


Resource & Site Management



  • Supervise construction crews, foremen, and telecom subcontractors to ensure safe and efficient site operations

  • Allocate manpower, materials, equipment, and tools based on project requirements

  • Oversee the receiving, storage, and handling of telecom materials and equipment to prevent damage or loss


Coordination & Technical Oversight



  • Coordinate with civil, electrical, mechanical, signaling, and system integration teams to resolve construction and interface issues

  • Address site concerns, design discrepancies, and technical conflicts during project execution

  • Interpret and implement telecom construction drawings, schematics, and project plans

  • Conduct constructability reviews to ensure installations are feasible within site conditions


Quality Assurance & Documentation



  • Ensure all installation activities comply with approved project specifications, Inspection and Test Plans (ITPs), Work Method Statements, and applicable railway and telecom standards

  • Prepare and coordinate Requests for Inspection (RFIs) with QA/QC teams and client representatives

  • Supervise the installation of railway telecom systems, including fiber optic backbone, GSM-R, CCTV, Public Address/Passenger Information Systems (PA/PIS), Access Points, Backbone Transmission Systems, and Data/IP Networks

  • Maintain accurate site documentation, including redline markups and as-built drawings

  • Support pre-commissioning activities and Site Acceptance Testing (SAT)


Safety & Regulatory Compliance



  • Enforce the project's Construction Safety and Health Program (CSHP) and site safety procedures

  • Conduct toolbox meetings, Job Safety Analyses (JSAs), and routine site safety inspections

  • Ensure required work permits and access permits are secured before site activities begin

  • Ensure compliance with DOLE regulations, the National Structural Code of the Philippines (NSCP), the Philippine Electrical Code (PEC), and applicable railway standards


 


What we're looking for:



  • Bachelor's degree in Electronics & Communications Engineering, Electrical Engineering, Civil Engineering, or a related engineering discipline

  • At least 5 years of experience supervising telecom construction projects, preferably within railway, transportation, or large-scale infrastructure projects

  • Strong knowledge of telecom installation works, including fiber optic systems, structured cabling, communication equipment, and related infrastructure

  • Experience reading and interpreting technical drawings, telecom schematics, and construction plans

  • Familiarity with QA/QC processes, including Inspection and Test Plans (ITPs), Work Method Statements, Requests for Inspection (RFIs), and as-built documentation

  • Knowledge of railway telecom systems such as GSM-R, CCTV, PA/PIS, fiber optic backbone, and Data/IP Networks is an advantage

  • Solid understanding of construction safety standards, DOLE regulations, NSCP, and the Philippine Electrical Code (PEC)

  • Strong leadership, coordination, problem-solving, and stakeholder management skills

  • Excellent communication, reporting, and organizational skills

  • Proficiency in Microsoft Office; familiarity with AutoCAD and construction documentation tools is an advantage
