Job Description

The Senior Hydrology & Hydraulic Specialist serves as the technical authority and team leader for all hydrological and hydraulic engineering activities within EPCP Water. The role is responsible for leading the Hydrology & Hydraulic Office, ensuring technical excellence, innovation, and consistency in the delivery of water infrastructure projects.

The position provides expert guidance on hydrological assessments, flood studies, hydraulic modelling, drainage systems, river engineering, dams and reservoirs, water supply systems, wastewater networks, and climate resilience studies. The role also manages a multidisciplinary team of specialists and supports project development, proposal preparation, client engagement, and strategic business growth.

Key Responsibilities

Technical Leadership

  • Lead the development and review of hydrological and hydraulic studies for water infrastructure projects.
  • Ensure technical consistency, compliance with local and international standards, and application of industry best practices.
  • Review and approve technical deliverables prepared by engineers and specialists.
  • Provide expert advice on:
    • Flood risk assessment
    • Watershed and catchment modelling
    • Stormwater management
    • River hydraulics and sediment transport
    • Drainage master planning
    • Dam and reservoir hydrology
    • Water supply hydraulics
    • Wastewater conveyance systems
    • Climate change adaptation and resilience assessments
  • Oversee the use and development of modelling tools such as HEC-HMS, HEC-RAS, SWMM, InfoWorks, MIKE Suite, EPANET, and similar software.

Management of the Hydrology & Hydraulic Office

  • Lead, manage, and develop the Hydrology & Hydraulic Office.
  • Define technical standards, methodologies, and quality procedures.
  • Establish resource planning and workload allocation among team members.
  • Mentor, coach, and develop engineers and specialists.
  • Identify competency development needs and training plans.
  • Build and maintain a high-performing technical team.

Project Delivery

  • Act as Lead Specialist or Technical Lead on strategic projects.
  • Coordinate with project managers, design managers, and discipline leads.
  • Ensure project delivery meets technical, schedule, quality, and budget requirements.

Business Development & Client Engagement

  • Support proposal preparation and technical bidding activities.
  • Contribute to project pursuits by developing technical approaches and methodologies.
  • Participate in client meetings and presentations.
  • Build relationships with government agencies, utility operators, developers, financing institutions, and key stakeholders.

Innovation & Knowledge Management

  • Promote digital transformation and advanced modelling techniques.
  • Lead implementation of new technologies, tools, and workflows.
  • Develop technical guidance notes, standards, and best practice documents.
  • Foster knowledge sharing across projects and regions.
  • Stay updated on emerging trends related to hydrology, hydraulics, climate resilience, and water resource management.

Qualifications

Education

  • Master's Degree in Civil Engineering, Water Resources Engineering, Hydraulic Engineering, Hydrology, or related discipline preferred.
  • Bachelor's Degree in Civil Engineering or equivalent required.

Professional Registration

  • Licensed Civil Engineer.
  • Chartered Engineer, ASEAN Engineer, or equivalent international professional registration is advantageous.

Experience

  • Strong proven relevant experience in hydrology and hydraulic engineering.
  • Proven experience leading complex water infrastructure projects.
  • Experience managing technical teams and multidisciplinary project environments.
  • Strong background in flood modelling, drainage systems, water resources, river engineering, water supply, and wastewater hydraulics.
  • Experience working on international consulting or EPC projects is highly desirable.

Technical Skills

  • Advanced hydrological and hydraulic modelling capabilities.
  • Proficiency in:
    • Must-have :
      • HEC-HMS
      • HEC-RAS (1D & 2D)
      • PCSWWM
      • GIS platforms
    • Good to have :
      • TUFLOW / InfoWorks ICM
      • InfoDrainage
      • EPANET
      • MIKE Suite
  • Strong understanding of climate risk and resilience methodologies.
  • Excellent technical report writing and review skills.
