ORGANIZATIONAL CONTEXT
The World Food Programme (WFP) is the food assistance arm of the United Nations, working to enhance emergency preparedness and response capacities globally. In the Philippines, WFP collaborates with the Government of the Philippines (GoP) and humanitarian actors to strengthen national systems for disaster response. As part of this effort, WFP conducts periodic Field Logistics Emergency Exercises (FLEX) to simulate large-scale emergencies and assess the effectiveness, coordination, and interoperability of logistics and emergency telecommunications systems among key stakeholders.


FLEX Plus will serve as a critical platform to evaluate the readiness of logistics operations—including transport, warehousing, and field coordination—as well as emergency telecommunications systems such as data connectivity and radio communications. To support the successful delivery of this exercise, WFP seeks a consultant to coordinate and oversee the logistical and telecoms components of FLEX Plus. The consultant will work closely with government agencies like the Office of Civil Defense (OCD), Department of Social Welfare and Development (DSWD), and Department of Information and Communication Technology (DICT), as well as with humanitarian partners, to ensure the smooth execution of the exercise and contribute to strengthening national emergency response capabilities.


JOB PURPOSE
The Logistics Officer will be responsible for the effective planning, coordination, and implementation of all logistics components of the Field Logistics Emergency Exercise (FLEX). This includes overseeing the mobilization and deployment of equipment, transportation arrangements, resource and asset management, and ensuring timely and efficient operational support throughout the duration of the exercise. The role is critical in ensuring that all logistical elements are aligned, functional, and responsive to the dynamic needs of the simulation, contributing to the overall success and objectives of FLEX.


KEY ACCOUNTABILITIES AND RESPONSIBILITIES
Within the assigned unit and delegated authority, the Logistics Officer (Training) will be responsible for the following duties:
1. Planning and Preparation
1.1 Support the design and preparation of FLEX, including objectives, scenarios, timelines, and key indicators.
1.2 Coordinate with partners to draft scenarios, define objectives, and identify facilitators and participants.
1.3 Convene and lead a FLEX Working Group with WFP, government, and humanitarian stakeholders.
1.4 Organize pre-exercise meetings and training sessions; develop materials and ensure readiness of logistics resources.
1.5 Identify logistics needs and maintain an inventory of required assets (e.g., vehicles, supplies, communication tools).
1.6 Coordinate resource mobilization and ensure compliance with safety, regulatory, and budgetary requirements.

2. Coordination and Execution
2.1 Finalize and implement the exercise scenario in coordination with partners
2.2 Secure the site and manage movement of personnel, equipment, and supplies.
2.3 Ensure all logistics arrangements are delivered on schedule and address issues as needed.
2.4 Oversee setup of operational bases and manage real-time communications during the exercise.
2.5 Lead on-the-ground coordination and adapt plans as required.


3. Monitoring and Reporting
3.1 Monitor logistics performance and ensure objectives are met.
3.2 Report progress, challenges, and incidents to WFP management.
3.3 Document lessons learned and identify capacity gaps to inform future planning.


4. Team Management and Training
4.1 Supervise logistics personnel and facilitators involved in FLEX.
4.2 Deliver briefings and training to ensure understanding of roles and safety protocols.
4.3 Provide field support and troubleshoot operational issues.


5. Post-Exercise Review
5.1 Conduct a post-exercise review and gather stakeholder feedback.
5.2 Draft a final report with findings and recommendations
5.3 Support development of a logistics preparedness roadmap with government and partners.


6. Perform other related duties and responsibilities as required.

QUALIFICATIONS & EXPERIENCE REQUIRED
EDUCATION
Advanced university degree (Master’s degree or equivalent degree) in business administration, public administration, supply chain management, logistics, or other relevant field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
 

EXPERIENCE
A minimum of five years of experience in logistics coordination, preferably in field operations or emergency response exercises, with comprehensive knowledge of disaster response and emergency management within the Philippine context. Demonstrated expertise in transportation management, inventory control, procurement processes, and the design and facilitation of simulation-based training exercises.
 

KNOWLEDGE AND SKILLS
Strong organizational, communication, and interpersonal skills, with experience managing teams and performing under pressure. Demonstrated ability to work effectively in dynamic, fast-paced environments, with a solid understanding of safety protocols and risk management in field settings.


LANGUAGE

Full professional proficiency in English and Filipino/Tagalog (written and oral).

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
• Support or leadership of logistics operations in humanitarian emergencies or disaster preparedness initiatives
• Prior involvement in organizing or facilitating full-scale simulation exercises or field drills
• Familiarity with Philippine government emergency response structures, including NDRRMC, OCD, and DSWD
• Experience working with UN agencies, NGOs, or multi-stakeholder coordination platforms
• Exposure to emergency telecommunications or ICT support in field operations
• Knowledge of WFP logistics systems and procedures
• Experience working in remote or challenging operational environments
