In the Philippines, WFP’s efforts are guided by its work outlined in the Philippines Country Strategic Plan (CSP) 2024-2028. WFP focuses on strengthening government systems at the national, local government unit and Bangsamoro Autonomous Region of Muslim Mindanao (BARMM) levels to further build the resilience of vulnerable individuals and communities.

The CSP is aligned with national strategies and policies as well as the United Nations Sustainable Development Framework and is guided by three interrelated outcomes:

  • By 2028, communities exposed to shocks and stressors in the Philippines are better able to meet food, nutrition and other essential needs with inclusive and equitable emergency preparedness and response capacity at the national and local levels.

These strategic objectives are framed within the context of the Philippines being on the verge of becoming and upper-middle income country, while at the same time being one of the world’s most disaster-prone countries. Disasters remain a leading cause of hunger, affecting all aspects of food security: economic and physical access to food, availability and stability of supplies, and nutrition. 

While WFP Philippines maintains a strong capacity to respond directly when significant shocks occur, the overall emphasis of the Country Office lies on systems strengthening (disaster risk management, social protection and food systems) at national, LGU and BARMM levels. WFP utilizes its field operations expertise to support the Government in delivering on key food programmes linked to its mandate and the CSP, including supporting the conceptualization and roll out of national priority programmes such as Walang Gutom 2027 and LAWA (Local Adaptation to Water Access) at BINHI (Breaking Insufficiency through Nutritious Harvest for the Impoverished) and modelling globally proven programmes such as home-grown school feeding – linking local smallholder farmers production to the institutional demand of school meals programmes. WFP engages at the national level on policy dialogue, supporting legislative advances in areas such as school meals, anticipatory action and rice fortification.

ORGANIZATIONAL CONTEXT:

The Government of the Philippines has made sustained investments in the School Based Feeding Programme (SBFP) as a cornerstone of child nutrition, education, and human capital development. Implemented by the Department of Education (DepEd) at national level, the School-Based Feeding Program is transitioning from a largely targeted intervention toward a system anchored in hot meals, expanded universal coverage, defined delivery models, improved linkages to local food systems, a framework for multi-sector coordination, stronger Local Government Unit (LGU) engagement, and a programme with enhanced data system for monitoring and decision-making of programme implementation, procurement and financial management.

In this context, the World Food Programme (WFP) Philippines is supporting DepEd, alongside the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), with technical assistance to enhance the SBFP data management and monitoring systems, in line with ongoing programme reforms and implementation improvements.

Recent initiatives include:

  • Streamlining existing SBFP reporting forms into a unified reporting tool with support from GIZ;

  • Ongoing development of a dashboard for core SBFP programmatic indicators with support from GIZ;

  • Ongoing efforts to conceptualize a procurement and financial monitoring dashboard with support from WFP.

As DepEd further strengthens decentralized implementation arrangements and expands partnerships with local government units (LGUs) and other stakeholders, there is increasing need for stronger systems to support tracking of procurement, fund utilization, and liquidation processes across implementation arrangements.

This initiative aims to improve the organization, visualization, and use of procurement and financial management information across SBFP implementation while reducing reporting redundancies and support more efficient monitoring and accountability systems. It prioritizes: (i) streamlined/digital forms, (ii) interoperability with existing DepEd systems, (iii) automated computation of indicators, and (iv) a dashboard that supports visibility, decision-making and accountability. As part of the program’s sustainability and institutionalization objectives, the proposed dashboard and related data management approach are envisioned to be embedded within DepEd’s existing systems, processes, and digital infrastructure.

JOB PURPOSE:

The Consultant will support DepEd, alongside WFP and GIZ, with the ongoing conceptualization, systems mapping, data model, process flow and development of this procurement and financial dashboard. The Consultant will provide technical and coordination support to DepEd and WFP in strengthening the procurement, financial, and data management systems of the SBFP, including the development of a procurement and financial monitoring dashboard anchored on the streamlined SBFP reporting form. The dashboard must be simple, intuitive, role-based, and navigable. The Consultant is expected to operate with a high degree of independence, working under government leadership and WFP guidance.

KEY RESPONSIBILITIES (not all-inclusive nor exhaustive)

The consultant will work under the overall leadership of DepEd, reporting to the WFP School Feeding Programme Policy Officer under the overall guidance of the WFP Senior School Feeding Programme Policy Officer, in close coordination with relevant government focal points, and the GIZ. Within the assigned unit and delegated authority, the Consultant will be responsible for the following duties:

1.     Data and Monitoring Framework

  • Review and analyze existing SBFP reporting systems, current DepEd dashboards and data visualization platforms,  including  the streamlined SBFP reporting form;

  • Map procurement, financing, utilization, liquidation, and reporting flows related to SBFP;

  • Identify reporting gaps, duplicate reporting requirements, and opportunities for harmonization across systems;

  • Support development of procurement and financial indicators, data structures, and reporting approaches for dashboard visualization;

  • Identify feasible data points required for automated calculations and financial tracking;

2.     Dashboard Development and Visualization

  • Support the design and carry out the development of a secure, intuitive and reliable SBFP procurement and financial monitoring dashboard;

  • Develop dashboard structures, wireframes, mockups, and visualization approaches based on agreed requirements and available data;

  • Coordinate with relevant DepEd offices to ensure compatibility with existing systems, infrastructure, and digital facilities;

  • Develop the beta dashboard and related reporting refinements;

  • Recommend feasible approaches for dashboard aggregation, filtering, drill-down functionalities, and long-term institutionalization within DepEd systems;

  • Coordinate with DepEd, WFP and GIZ counterparts to ensure alignment and interoperability with related monitoring initiatives.

  • Develop user guide for the dashboard and training deck.

3.     Stakeholder Coordination and Technical Support

  • Facilitate technical consultations and coordination with DepEd, WFP, GIZ, and relevant stakeholders to support the refinement, validation, and alignment of the streamlined form, reporting requirements, and dashboard initiatives;

  • Develop technical notes, presentations, and materials to support dashboard refinement;

  • Provide technical support for emerging requirements related to SBFP dashboard and data systems development.

KEY CONSIDERATIONS:

  • The dashboard initiative is currently in the conceptualization and systems-mapping phase. The consultant is expected to support iterative refinement of the dashboard structure, indicators, and visualization approaches based on ongoing technical discussions and stakeholder consultations.

  • The streamlined SBFP form is envisioned to serve as a common data source for multiple monitoring and visualization requirements.

  • Dashboard structure, visualization levels, and functionalities will be determined during the design phase based on reporting flows, governance arrangements, user requirements, and data availability.

  • The dashboard and related data management approach are intended to be institutionalized within DepEd systems and processes. The consultant shall therefore prioritize approaches that can be developed, managed, hosted, and sustained within DepEd’s existing or approved digital infrastructure and facilities.

  • The consultant shall ensure alignment with existing DepEd, WFP, and GIZ-supported monitoring initiatives to avoid duplication and support harmonized reporting and visualization approaches.

DELIVERABLES

Tranche 1 - Inception Report and Work Plan

  • Expected Output: Submission of inception report including desk review findings, review of existing workshop outputs, proposed methodology, systems mapping approach, and detailed work plan validated with WFP and DepEd.

  • Timeline:  June 2026

Tranche 2 - Initial Systems Mapping and Assessment Report

  • Expected Output: Documentation and assessment of procurement, financing, utilization, liquidation, reporting flows, existing data repositories, and identified gaps/opportunities for harmonization.

  • Timeline:  July 2026

Tranche 3 - Draft Procurement and Financial Monitoring Framework

  • Expected Output: Proposed procurement and financial indicators, draft data dictionary, recommended reporting structure, and proposed data architecture for dashboard visualization.

  • Timeline: July-August 2026

Tranche 4 Dashboard Design Package    

  • Expected Output: Submission of dashboard wireframes, mockups, visualization concepts, proposed functionalities, and recommendations for dashboard structure and user views.   

  • Timeline: August 2026

Tranche 5 Beta Procurement and Financial Dashboard    

  • Expected Output: Delivery of beta dashboard version developed within feasible and approved DepEd digital infrastructure and facilities, including initial reporting refinements and visualization functionalities.    

  • Timeline: September 2026

Tranche 6 Refined Dashboard, Recommendation Report, and Knowledge Transfer Package

  • Expected Output: Submission of the refined procurement and financial monitoring dashboard incorporating stakeholder feedback and agreed refinements, including recommendations for sustainability, institutionalization, governance arrangements, and future scaling/rollout considerations. Deliverable to also include user guide, training deck/materials, and knowledge transfer support for revelant DepEd offices

  • Timeline: October 2026

Tranche 7 Technical Coordination and Workshop Support    

  • Expected Output: Continuous technical support for consultations, workshops, coordination meetings, technical documentation, presentations, and dashboard refinement activities.

  • Timeline: Throughout engagement

ESSENTIAL MINIMUM GUALIFICATIONS AND EXPERIENCE:

 

Education: Advanced university degree in Information Systems, Data Analytics, Statistics, Public Administration, Finance, Information Technology, or related fields.

Experience:

  • At least 5 years of relevant experience in programme management, data systems development, digital monitoring systems, public sector reporting systems, or related fields.

  • Demonstrated experience working with government agencies, public sector systems, and/or development partners.

  • Strong understanding of government procurement, budgeting, fund utilization, liquidation, and reporting processes is highly desirable.

  • Demonstrated experience in dashboard development, data visualization, data modeling, and reporting systems using platforms such as Power BI, Tableau, or similar tools.

  • Experience supporting systems mapping, process improvement, digital transformation, or institutionalization initiatives within government settings.

Desired knowledge and skills

  • Knowledge of data governance, interoperability, and digital reporting systems.

  • Familiarity with DepEd systems, government reporting structures, and inter-agency coordination mechanisms is an advantage.

  • Strong analytical, facilitation, stakeholder engagement, and technical writing skills.

  • Experience supporting multi-stakeholder coordination and technical workshops is highly desirable.

  • Familiarity with government education, nutrition, or social protection programmes.

  • Experience supporting dashboard or management information systems embedded within government structures is an advantage.

  • Strong analytical skills, including ability to draw conclusions and recommend a course of action.

  • Ability to think creatively, proactively, and problem-solve with flexibility and adaptability.

  • Ability to maintain a high degree of judgement, discretion, and confidentiality.

Language: Fluency in English and Filipino.
