Job Description - Safety Officer

A leading cement manufacturing firm is seeking an experienced Safety Officer to manage health, safety, and security operations. This role is responsible for driving site-level safety systems, leading risk assessments, managing emergency response readiness, and maintaining strict compliance with national regulatory bodies. The ideal candidate will serve as both a technical safety advisor and on-site Security Officer, fostering a strong safety culture across employees and contractors.

Responsibilities:

  • Liaise with government regulatory bodies, including DOLE-BWC, DOH, BFP, PNP, and AFP, to ensure full statutory compliance and maintain security networking.
  • Serve as on-site Security Officer, facilitating site threat assessments, implementing security controls, and supporting overall protection objectives.
  • Ensure all emergency response teams, protocols, and equipment are fully maintained and operational for loss prevention and emergency preparedness.
  • Schedule, conduct, and document regular area inspections, job safety observations, and site hazard assessments.
  • Facilitate personnel development and deliver Health, Safety, and Security (HS&S) training programs for employees and contractors.
  • Provide technical advice during management meetings, assisting in the development of Risk Assessments, Job Hazard Analyses, Safe Operating Procedures (SOPs), and work permits.
  • Verify on-site incidents via digital reporting tools and facilitate medium-level incident investigations and root-cause analyses.
  • Monitor and execute organizational health, safety, and security strategic plans across plant operations.

Qualifications:

  • Bachelor's degree in Engineering, Science, or a related technical discipline is preferred.
  • Minimum of 3 years in a safety management role within a large-scale industrial organization, or 5 years in a high-stakes operational role within a safety-conscious environment.
  • DOLE SO3 Certification (Certified Safety Practitioner) and Certified Security Professional (CSP) credentials are preferred.
  • Active Driver's License.
  • Demonstrated expertise in risk assessment, incident investigation, training delivery, SOP development, and MS Office applications.
  • Strong communication, regulatory liaison, and technical leadership skills.
