Job Description - Staff Health Officer

Since 1863, the International Committee of the Red Cross (ICRC) has worked to preserve human dignity and relieve suffering caused by war and armed violence.

In collaboration with our Red Cross and Red Crescent partners around the world, we do everything we can to deliver life-saving aid, reconnect families and locate missing people – helping those who need it most, regardless of who they are and what side of the front line they are on.

We engage with authorities and armed forces on all sides, often confidentially, pressing for access to detainees to improve their living conditions and urging compliance with international humanitarian law to protect non-combatants, including from digital threats.


 

Purpose

The Staff Health Officer 1 (SHO1) is primarily responsible for the implementation and administration of the ICRC staff health program in the Manila area, supporting the health and well-being of all resident and mobile staff.


 


Under the supervision and guidance of the Staff Health Officer 2, SHO1 contributes to the delivery of services across seven domains of the staff health strategy: 


 


1. Staff Health Policy, 2. Health Promotion and Prevention, 3. Health Care and Medical Emergencies, 4. Stress Management and Crisis Response, 5. Health Insurance, 6. Medical Information Management, and 7. Monitoring, Evaluation, and Feedback

Accountabilities & functional responsibilities

 



  • Implement and monitor medical fitness evaluations (recruitment, annual exams, and driver tests) for Manila-based staff

  • Deliver context-specific health briefings, malaria kit distribution, and MHPSS orientation for all new staff

  • Coordinate and arrange first aid training and refreshers for staff, in liaison with MSSC and SHO2

  • Analyze and validate medical leaves of Manila-based staff, and contribute to absenteeism monitoring in coordination with HR

  • Ensure 24/7 access to emergency medical care, either directly or through designated partner facilities

  • Respond to emergencies and coordinate with appropriate units for MEDEVAC, repatriation, and follow-up care

  • Offer psychological first aid and peer support in response to critical incidents

  • Contribute to staff health components of crisis preparedness and response plans

  • Conduct regular site visits to ensure harmonized service delivery and quality control

  • Administer medical reimbursement (MR) processes for Manila and unconnected staff

  • Maintain updated records of ICRC staff and dependents linked to partner health facilities

Scope & impact


  • Geographic remit: local level.
  • In charge of under 100 staff and under the responsibility of a regional Staff Health Manager.

Relationships


  • Internally, interacts within the delegation and with RH_COE_SAN at headquarters.
  • At regional level, interacts with the Staff Health Manager.
  • Externally, maintains working relations with clinics/hospitals regarding staff health.

Certifications / Education required

 



  • Must be a medical doctor or a licensed nurse

  • Computer proficiency


 

Professional experience required


  • Three years' clinical experience.
  • Experience in mental health and stress management.
  • Experience in medical evacuation and transportation.
  • Knowledge of tropical health and public health.
  • ICRC experience an asset.
