We are looking for an experienced IT Programme Lead who can establish and lead large-scale transformation programmes from inception through delivery. You will mobilize teams, define governance and operating models, align senior stakeholders, and drive execution across Business, Operations, Technology, Architecture, Security and strategic partners.

Success in this role requires strong leadership, strategic thinking, and a continuous focus on simplification, efficiency and business value, leveraging modern engineering practices, agile delivery models and technology modernization opportunities.

Initially, you will lead the continued rollout of Commercial Bank Money capabilities through the Asset Servicing Modernisation (ASMOD) programme. Over time, your scope will expand to include future Central Bank Money initiatives within the Savings & Investments programme (SIU) and Asset Servicing modernization initiatives within Euroclear UK & International (EUI).

As IT Programme Lead, Asset Servicing & Tax Transformation, you will be accountable for delivering a portfolio of strategic transformation initiatives supporting Euroclear's Asset Servicing, Tax and post-trade modernization roadmap.

Acting as the senior orchestrator across Business, Operations, Technology and strategic partners, you will ensure programmes deliver their intended business outcomes on time, within budget and with sustainable benefits realization.

Your Key Responsibilities

• Lead a portfolio of strategic programmes and change initiatives, ensuring alignment with Euroclear's business objectives, transformation roadmap, and investment priorities.
• Build and maintain programme roadmaps, delivery plans, milestones, dependencies, and investment cases across multiple workstreams and stakeholders.
• Supervise project managers, squads, delivery partners and vendors to drive coherent execution across complex, interdependent workstreams.
• Contribute to Executive Steering Committees, Programme Boards, and governance forums, providing transparent reporting on progress, risks, financials, and strategic decisions required.
• Manage programme budgets, financial forecasts, resource plans, and investment priorities, ensuring optimal allocation of resources and delivery capacity.
• Coordinate Business, Operations, Technology, Architecture, Risk, Compliance, and external partners to ensure successful end-to-end execution.
• Proactively identify, assess, and mitigate programme risks, delivery challenges, regulatory constraints, and cross-programme dependencies.
• Challenge delivery plans and propose alternative scenarios to accelerate outcomes, optimize costs, and maximize business value.
• Ensure transformation initiatives deliver measurable business benefits, operational efficiencies, resiliency improvements, and regulatory compliance.
• Oversee vendor contributions and strategic partnerships, ensuring delivery commitments, quality standards, and contractual obligations are achieved.

• Monitor programme performance through KPIs, milestones, and benefits tracking, providing regular updates to Executive Management.

   

Essential skills and experience required:

• 15+ years of experience in IT leadership roles within Financial Services.
• Strong programme management discipline, including governance, planning, budgeting, resourcing, risk/issue management, dependency management, change control and reporting.
• Proven budget ownership and portfolio management responsibilities.
• Extensive experience in Securities Services, Asset Servicing, Tax, or Post-Trade Operations.
• Proven leadership of large international technology organizations (50+ FTEs).
• Demonstrated success in leading and delivering large-scale transformation programmes exceeding €10 million across core banking and business-critical application landscapes.
• Experience managing complex application landscapes, platform modernization, and legacy decommissioning initiatives.
• Strong experience managing strategic vendors and offshore delivery organizations, especially TCS as a key strategic partner.
• Strong technical credibility, with the ability to challenge and influence architecture, engineering, and delivery decisions in complex transformation environments.
• Experience working with Agile delivery models and modern engineering practices in an enterprise technology environment.
• Strong executive communication and stakeholder management skills.

• Excellent written and spoken English, with clear communication at executive, business and technical levels.

   

Nice to have:

• Experience with Asset Servicing modernization programmes.
• Experience with package solutions and vendor-based platforms in Securities Services environments.
• Experience driving global operating model transformations.
• Exposure to large-scale outsourcing and technology partner governance.
• Experience in Agile at scale environments, with the ability to orchestrate delivery across multiple teams, tribes, and domains.
• Relevant programme or delivery certifications such as MSP, PMI/PMP, PRINCE2, SAFe or equivalent.
• Proficiency with tools such as Azure DevOps, ServiceNow, and Oracle Boards.
