Job Description - Contract Specialist

Job Description
  • Provide guidance to end-users and stakeholders about procurement procedures and contracts in general; act
    as resource person by responding to queries and clarifications pertaining to procurement procedures and contractual provisions
  • Develop and implement standard contract/agreement templates for various types of services required by the organization
  • Review scope of work/services to ensure clarity and completeness; develop suitable pricing structure, select/draft appropriate contractual conditions and ensure that the organization’s standard policies and procedures are strictly adhered to
  • Recommend effective strategies, in accordance with accepted and prescribed best practices, to ensure streamlined procurement cycles and contracting activities
  • Establish pre-determined criteria for bid evaluation in consultation with end users and stakeholders; coordinate and manage the evaluation process
  • Conduct risk analysis to identify organization’s exposure and develop, in consultation with all relevant departments, the proper and appropriate approach to mitigate such risks
  • Evaluate proposals by reviewing bidder qualifications, assessing technical and commercial submissions, recommending contract awards or negotiation
  • Prepare Working Group and Tender Committee (in Arabic) submissions
  • Manage the contract award process by preparing award correspondence and notifications; ensure that securities, bonds, insurance policies are all submitted, in order, and matches contractual requirements; finalize the contract documents for ratification/execution
  • Peruse and recommend applicable revisions to existing contracts and agreements
  • Carry out additional duties as assigned by the manager
