Description

As the Manager of Project Management, Budget, and Risks at Total Resourcing Ltd, you will play a crucial role in leading the project management team's efforts to ensure that projects are delivered on time, within budget, and to the required quality. You will oversee budgeting activities, risk management strategies, and project performance, ensuring alignment with the organization's strategic objectives.

The Manager will support the oversight of the Risk Management functions of the Project. The Manager will work closely with Project Management to ensure that the refurbishment project adheres to its project management governance, budget control, risk management and reporting objectives. Fluency in English is mandatory, and prior experience or training in CANDU refurbishments will be considered a valuable asset.

Key Responsibilities:

  • Lead and oversee Risk Management activities across current projects, including risk identification, assessment, mitigation, monitoring, and reporting.
  • Develop and implement risk management methodologies, governance frameworks, processes, and tools aligned with organizational standards.
  • Ensure periodic review and documentation of known risks, retirement of resolved risks, and identification of emerging risks or changes in risk profile.
  • Define and implement mitigation strategies to reduce risk probability and impact, and document residual risks.
  • Collaborate with Project Managers and Station departments to proactively manage project risks and ensure alignment of objectives, deliverables, and performance metrics.
  • Develop and maintain project management governance, processes, and tools to support effective and compliant project delivery.
  • Oversee budget development, monitor expenditures, track variances, and provide regular financial and performance reporting to support informed decision-making.
  • Ensure all projects comply with organizational policies, procedures, regulatory requirements, and project management standards; conduct audits and assessments to drive continuous improvement.
  • Lead, mentor, and develop the Project Controls team, providing coaching to strengthen project management capabilities.


Requirements

Education and Experience:

Professional Knowledge and Experience:

  • 10 years of progressive experience in project management and project control roles on large nuclear projects;
  • Extensive knowledge of Engineering/ Project Management and Cost Control principles, codes and standards;
  • Extensive knowledge of Risk Management Programs and processes;
  • Ability to communicate effectively, possess excellent oral and writing skills, and strong facilitation, negotiation, influencing, and presentation skills.
  • Ability to present information clearly and effectively;
  • Ability to adequately disposition comments for other management staff;
  • Sound judgment and a keen sense of responsibility;
  • Ability to work collaboratively with others and lead in a team environment;
  • Ability to multi-task and prioritize work to meet objectives and targets;
  • Ability to make decisions based on established requirements, procedures and practices

Skills and abilities:

  • Ability to define high standards and expectations to increase the performance of subordinate personnel.
  • Demonstrated proficiency in project reporting, procurement, and contract management, particularly in refurbishment settings.
  • Strong decision-making skills, particularly when dealing with risk management.
  • Highly organized with excellent problem-solving abilities, capable of providing leadership in both day-to-day operations and crisis situations

  • Exceptional leadership and mentoring abilities, with a focus on team development.
  • Excellent analytical, problem-solving, and decision-making skills.
  • Strong communication and interpersonal skills, with the ability to influence and engage stakeholders at all levels.
  • Proficiency in project management software and budgeting tools.
  • Project Management Professional (PMP) certification or equivalent is preferred.
