About the Position


SARS is seeking an experienced Business Systems specialist with sound expertise in Customs & Excise, from both a functional and systems perspectives. This position requires solid technical background in systems integration, analytical design thinking input, along with exceptional technical communication and collaboration skills, to provide advice and guidance. The goal is to ensure that all current and future technology solutions are designed practically. This will be achieved by meticulously evaluating all modernisation and enhancement initiatives against a comprehensive and continuously evolving set of software design life cycle principles, methodologies, governance standards, and protocols.


 


 


 


Job Purpose


To provide business systems expertise, advice and support to develop operational implementation plans and / or associated service delivery processes, in order to continuously enhance service delivery.  In addition, provide Customs and Excise technical integration support internally and externally including JAD sessions.


 


 


 


Education and Experience


Minimum Qualification & Experience Require


Relevant Bachelor's Degree / Advanced Diploma (NQF 7) in Business/ Systems Analysis AND 5-7 years' experience within an Information Technology environment with a Business/Systems Analysis or Consulting background, of which 2-3 years were spent as a Functional/Technical Business or Systems Analyst in the Customs and Excise environment.


 


OR


Senior Certificate (NQF 4) and relevant Business Analysis / Information Technology Qualification(s) / Certification(s), and 5-7 years' experience within an Information Technology environment with a Business/Systems Analysis or ICT Consulting background of which 2-3 years were spent as a Functional/Technical Business or Systems Analyst in the Customs and Excise environment.


 


 


OR


Senior Certificate (NQF 4) and 10 years' experience within an Information Technology environment with a Business/Systems Analysis or ICT Consulting background of which 2-3 years were spent as a Functional/Technical Business or Systems Analyst in the Customs and Excise environment.

Process



  • Accumulate information to review work progress that provides input to reporting, decision making and the identification of improvement opportunities.

  • Apply practical and applied knowledge and act authoritatively on methods, systems and procedures to identify trends and potential risks.

  • Communication of situational interpretation and judgement of work outputs and queries in area of specialisation with the Customs and Excise sector.

  • Correctly apply policies, practices, standards, procedures and legislation in the delivery of work outputs for Customs and Excise.

  • Draw on own knowledge and experience to diagnose symptoms, causes and possible effects to solve emerging problems.

  • Initiate process and procedural change, implement the change and provide guidelines and support related to new requirements because of the change.

  • Plan for value-added process improvements, initiatives and services to deliver on operational strategy and objectives.

  • Execute specialist input through investigation & opportunities within the Customs and Excise business process including risk concern.

  • Provide specialist input through the investigation of opportunities for operational and process product and risk optimisation.

  • Develop and maintain productive working relationships with peers, SARS role players and third parties to achieve predefined objectives.

  • Provide technical support to internal and external stakeholders across the full systems integration SDLC.

  • Provide specialist input on international standards, emerging trends  and best practices to support the effective use of transformative technologies.

  • Align technical capabilities and implementations with business requirements.

  • Extract operational statistics to support business requirements.

  • Ensure that completed work adhere to relevant policies, procedures, governance and legislative requirements and report on deviations & discrepancies.
