Job Description - Specialist LEA

## \n\nWhen it comes to putting people first, we\u0027re number 1. \n\nThe number 1 Top Employer in South Africa. \nCertified by the Top Employer Institute 2026. \n\n## Role Purpose/Business Unit: \n\nThe LEA Technical Specialist provides advanced technical, operational, and compliance support to the LEA function. The role ensures high\u2011quality service delivery, reliable operation of LEA related systems, and strict adherence to legal and regulatory requirements. A strong background in network operations, including RAN, Core, Transmission, and related platforms, is essential to support accurate data retrieval, network\u2011based inquiries, and technical liaison with Law Enforcement Agencies.\n\n## Your responsibilities will include:\n\nQuality Assurance \u0026 Compliance\n\n * Oversee quality control of all technical outputs to ensure accuracy and regulatory compliance.\n * Ability to provide expert evidence in courts across the country relating to call data\n * Ensure strict adherence to all laws governing the disclosure of subscriber, billing, and network information.\n * Maintain full compliance with Vodacom policies, security frameworks, and State Security Agency (SSA) clearance requirements.\n * Provide expert technical support to LEAs during standby periods and high\u2011priority cases.\n\n\n\nStakeholder Engagement\n\n * Act as a trusted technical liaison for Law Enforcement Agencies, providing clear and accurate explanations of network behaviour, system capabilities, and data outputs.\n * Build and maintain professional relationships with LEAs and internal technical teams (RAN, Core, Transmission, IT).\n * Communicate complex network concepts in a manner understandable to non\u2011technical stakeholders.\n\n\n\nTechnical Infrastructure Management\n\n * Support, maintain, and optimise systems used for LEA requests (e.g., location-based systems, subscriber information platforms, mediation layers).\n * Provide network operational insight, including:\n * GSM/UMTS/LTE/5G radio behaviour\n * Network topology interpretation (RAN, Core, IP transport)\n * Transmission routes and coverage footprints\n * Liaise with Network Operations teams to validate network performance, outages, and anomalies relevant to LEA requests.\n * Investigate and validate cell data, KPIs, and logs when required for case accuracy.\n\n\n\n## \n\nProcess Development and Operational Efficiency\n\n * Identify gaps in LEA technical workflows and propose innovative solutions for improvement.\n * Implement best practices in network data quality, compliance monitoring, and system management.\n * Drive continuous improvement of LEA systems and operational processes.\n * Support automation and simplification initiatives.\n\n\n\nThe ideal candidate is a technically strong professional with mobile network operational experience, a disciplined compliance mindset, and the ability to interact confidently with both technical teams and Law Enforcement Agencies. They bring deep understanding of network behaviour, excellent analytical skills, and the ability to maintain service quality under strict regulatory conditions.\n\nEducation\n\n * Matric/Grade 12 (Essential)\n * Diploma or relevant qualification in Electronic Engineering or equivalent (Essential)\n * Knowledge in Radio Access and Network Planning (Essential)\n\n\n\nExperience\n\n * 3\u20135 years technical experience in mobile network operations (Essential)\n * RAN Operations / Radio Planning\n * Core Operations\n * Transmission/IP/MPLS environment awareness\n * Experience in telecommunications, IT systems, or compliance environments (Preferable)\n * Prior experience working with sensitive data, secure systems, or regulated processes (Advantageous)\n\n\n\n## Core competencies, knowledge, and experience:\n\nTechnical Skills\n\n * Strong understanding of GSM/3G/LTE/5G networks (Essential)\n * Radio Planning \u0026 Optimisation knowledge (Essential)\n * Atoll/Sonar map plotting and coverage analysis (Essential)\n * Basic system, network, and platform troubleshooting (Essential)\n * IT systems knowledge, including databases and reporting tools (Preferable)\n * Strong analytical, investigative, and problem\u2011solving abilities\n * Ability to interpret network performance data, cell locations, and service behaviour\n\n\n\nProfessional Competencies\n\n * High attention to detail with a strong compliance and quality mindset\n * Ability to work under pressure, manage multiple priorities, and meet regulatory timelines\n * Excellent communication skills, including the ability to translate technical language for non\u2011technical stakeholders\n * Integrity, confidentiality, and discretion in handling sensitive information\n * Ability to obtain and maintain Top Secret Clearance from the State Security Agency (SSA).\n\n\n\n## We make an impact by offering:\n\n * Enticing incentive programs and competitive benefit packages\n * Retirement funds, risk benefits, and medical aid benefits\n * Cell phone and data benefits, advantages fibre connection discounts, and exclusive staff discounts offered in collaboration with partner companies\n\n\n\n \nClosing date for Applications: 24 April 2026. \n\n \nThe base location for this role is Midrand, Vodacom Campus. \n\n \nThe company\u0027s approved Employment Equity Plan and Targets will be considered as part of the recruitment process.
