Organizational Context and Scope
The Budget Division of the Department of Financial and Administrative Management (DFAM) is responsible for preparing the Organization’s annual Programme and Budget and related documents, provides advice on budgetary matters and establishes guidelines and procedures for preparing Country Offices and project budgets. The Budget Division provides guidance for ensuring that all institutional requirements are incorporated in budgets and prepares the assessment scale used to calculate Member States contributions to the Administrative Part of the Budget. In addition, the Budget Division ensures that all costs are appropriately budgeted to meet the objectives of the Organization’s activities within the limits of available resources.
Under the overall supervision of the Comptroller/Director DFM and the direct supervision of the Chief of Budget, and working closely with the Budget Team, other DFM divisions and the Department of Strategic Planning and Organizational Performance (DPP), the Senior Budgeting Officer will lead the development, improvement and operationalization of project and institutional budgeting processes, supporting business process optimization, results-based budgeting and reporting, and strengthened integration between project-level budgeting and the Organization’s Programme and Budget.
Lead the development, stewardship and continuous refinement of IOM’s global project budgeting framework, ensuring that its underlying principles, methodologies and business processes are coherent, scalable and aligned with organizational priorities and business process optimization objectives.
Develop and maintain the conceptual framework, methodology and standards for budget review processes across project budgets and the Organization’s Programme and Budget, ensuring coherence, consistency and alignment with business process optimization principles.
Provide technical inputs and support organizational consultations with internal stakeholders, partners and donors to build institutional understanding of, and support for, Results-Based Budgeting, and ensure that relevant considerations are reflected in the Programme and Budget document.
Collaborate closely with the Business Transformation Team to optimize the integration of Results-Based Budgeting processes within IOM’s new ERP system and the Project Information and Management Application (PRIMA).
Review and update relevant policies and manuals to ensure alignment with evolving budget practices, and contribute to change management initiatives supporting the transformation towards Results-Based Budgeting and greater automation of budget processes.
Contribute to the preparation, monitoring, reporting and consolidation of the Organization’s Programme and Budget for internal and external stakeholders.
Contribute to monitoring and reporting on IOM’s budgetary performance, utilization, trends and variances, including through financial analysis models, organizational performance indicators on relevant budget and financial data. Provide transactional approvals as assigned.
Provide technical advice and support for the collection and analysis of baseline and monitoring data to support informed management decision-making.
Collaborate closely with relevant units on budget management approaches and techniques to harmonize cross-cutting processes and strengthen end-to-end process and data integration.
Proactively advise and support HQ divisions and field offices to ensure that adequate budget technical capacity is in place to manage funds in accordance with financial regulations.
Prepare documents, dashboards, presentations, charts, tables and statistics by consolidating relevant information from large datasets for analysis and reporting purposes.
Provide training on budget matters and good practices and contribute to the development of internal guidelines and training materials.
Perform such other duties as may be assigned.
Required Qualifications and Experience
Education
Master’s degree in Economics, Business Administration or a related field from an accredited institution with seven years of relevant professional experience; or,
University degree in the above fields with nine years of relevant professional experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
Progressively responsible professional experience within an international context in financial management, budgeting, and/or business process improvement;
Experience and knowledge of Results Based Budgeting techniques and principles. Experience with RBB implementation within the UN context will be a distinct advantage;
Proven experience in liaison and negotiation with donors and other external parties/stakeholders;
Sound experience in analysing a wide range of financial documents and reports and in handling large datasets;
Experience in working in a multi-cultural setting.

Languages
All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).
For this position, fluency in English is required (oral and written).
Working knowledge of French and/or Spanish is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
