Position Summary

Reporting to the Commissioner, Legislative Services, the Manager, Court Services is accountable for the effective administration, service delivery and financial management of the City’s Provincial Offences Act (POA) program on behalf of the City and its municipal partners.

The Manager provides operational leadership and oversight of court administration processes, financial controls and customer service activities, ensuring services are delivered efficiently, accurately and in compliance with applicable legislation, Ministry requirements, inter-municipal agreements and corporate policies.

The position leads and supports Court Services staff, fosters a safe, collaborative and service-focused work environment, and acts as a key resource for municipal partners, government representatives, legal stakeholders, elected officials and members of the public. Through effective program administration, continuous improvement and responsive service delivery, the Manager supports accountability and public confidence in Court Services operations.

Key Responsibilities

• Lead the day-to-day administration and operation of Court Services, ensuring court and office functions are delivered effectively and in accordance with municipal and provincial requirements.


• Provide leadership, direction, coaching and support to Court Services staff, including recruitment, training and development, performance management, scheduling, health and safety, collective agreement administration and discipline.


• Oversee the administration of Provincial Offences Act court services, ensuring timely, accurate and legislatively compliant service delivery.


• Develop, implement and maintain administrative, operational and financial procedures in accordance with corporate policies, Ministry requirements and divisional direction.


• Monitor program performance, service levels, workload demands and operational outcomes, identifying and leading opportunities to improve efficiency, consistency and customer service.


• Ensure Court Services meets its obligations under applicable legislation, Ministry requirements, the Memorandum of Understanding and the Inter-Municipal Service Agreement.


• Manage the financial administration of the Provincial Offences Act office, including operating and capital budgets, expenditure monitoring, financial reporting, fine payments, accounts payable and receivable, cash controls, reconciliations and related revenue processes.


• Ensure appropriate financial controls, records and documentation are maintained to support accuracy, accountability, transparency and audit requirements.


• Respond to complex inquiries from members of the public, municipal partners, government agencies, legal representatives, enforcement agencies and elected officials regarding court services, legislative processes and POA administration.


• Investigate and resolve complaints related to court administration processes and service delivery within established authority.


• Provide guidance and recommendations regarding administrative procedures and the consistent application of Provincial Offences Act requirements.


• Maintain effective working relationships with municipal partners, provincial ministries, enforcement agencies, legal stakeholders and other organizations involved in POA administration.


• Prepare reports, recommendations, briefing materials, presentations and correspondence for the Commissioner, Council, committees, municipal partners and government representatives.


• Represent Court Services at committee, regional, municipal partner and professional association meetings.


• Identify and escalate sensitive or contentious matters that may affect program integrity or the administration of justice.

Experience and Knowledge

• A minimum of five years of progressive senior administrative management experience in court administration, legislative services, municipal administration, legal services, finance or a related operational environment.


• Demonstrated experience leading, supervising and developing staff within a customer service or operational service-delivery environment.


• Experience administering budgets, financial controls and operational processes with accountability for compliance, financial accuracy and service outcomes.


• Strong working knowledge of the Provincial Offences Act and related administrative requirements governing municipal court operations.


• Knowledge of Ministry of the Attorney General requirements, reporting obligations and the municipal role in the administration of justice.


• Demonstrated ability to interpret and apply legislation, policies, procedures and agreements within a regulated environment.


• Experience developing and implementing operational procedures and service-improvement initiatives.


• Strong judgment, analytical and problem-solving skills, with the ability to manage complex, sensitive and confidential matters.


• Excellent communication, organizational, customer service and relationship-management skills, with the ability to interact professionally and tactfully with employees, government representatives, legal professionals, municipal partners, elected officials and members of the public.


• Demonstrated ability to manage multiple priorities, coordinate competing demands and maintain service standards in a deadline-driven environment.


• Advanced proficiency in Microsoft Office applications, including Word, Excel and PowerPoint.


• Working knowledge of ICON, Ticket Tracer or similar court administration and financial systems.


• Ability to qualify as a Commissioner for Taking Affidavits.
  
  

The following would be considered assets:

• Experience working within a Provincial Offences Act court administration environment.


• Experience administering inter-municipal service agreements, partnership arrangements or shared-service programs.


• Experience preparing reports, recommendations and presentations for senior leadership, Council, committees or external stakeholders.

Education

A three-year college diploma or university degree in Public Administration, Business Administration, Legal Administration or a related field. An equivalent combination of education and relevant experience may be considered.

Non-Union Job Class 6
Salary Range (2026 Rates) - $127,794 - $139,688
