Traffic Management Foreperson

To ensure the safe and efficient implementation of high-speed temporary traffic management (TTM) systems, enabling roadworks and maintenance operations to proceed in compliance with Chapter 8 of the Traffic Signs Manual (TSM), follow industry standards, and company policies to support seamless traffic flow that minimises public inconvenience and ensures worksite safety.

To “manage” the Health and Safety of the people in their charge as well as environmental issues.  As TMF’s, you are expected to lead by example and set the standards for workers to follow, to raise awareness and improve the culture and profile of SHE. Responsibilities include, but are not limited to, the following:

• To Supervise and lead a team responsible for the safe and efficient installation, maintenance, and removal of temporary traffic management systems on high-speed roads, ensuring safety for road users, workforce, and the public.

• Ensure that Risk Assessments and Method Statements relevant to your area of operation are current, applicable, and communicated to, understood and adhered to by, the workers under your control.
• Adhere to detailed traffic management plans.
• Ensure all traffic control measures meetlegal and safety standards, specifically those outlined in Chapter 8 of TSM

• Conduct regular site checks to proactively identify and address safety risk, ensuring all traffic management operations maintain high standards of safety.

• Document and report on-site activity, incidents, and compliance, ensuring transparency and accountability.

• Operate and maintain vehicles and equipment to industry and company standards.
• Conduct site-specific risk assessments and ensure all work complies with health and safety regulations.
• Attending Start of Shift briefings and ensuring that the key content from these is effectively communicated and understood by all operatives in your charge daily.

• Provide clear instructions, guidance, and hands-on support to team members, reinforcing safe practices and compliance.

• Support ongoing training, mentoring, and development of team members to promote a culture of safety and efficiency.

• Report hazards, near misses, and incidents promptly.
• Ensure that Personal Protective Equipment (PPE) is worn and maintained as per company standards.
• Ensure the worksite is safe, secure, and compliant with specifications throughout the operation. 
• Perform daily inspections of signage, equipment, and vehicles.
• Communicate with supervisors, colleagues, and stakeholders to ensure the smooth delivery of traffic management services.
• Adhere to Chapter 8, National Highways Sector Schemes, and other relevant standards for high-speed roadwork traffic management.
• Efficiencies of working to assist other activities outside of traffic management duties eg… litter picking, strimming etc…
• Ensure all equipment and activities are compliant with company policies and procedures.
• Participate in training and development programmes, including NHSS certifications, to maintain and improve competence. 
• Making yourself aware of emergency procedures and effectively communicating these to your workers.  These include general emergency procedures (such as in the event of a fire,), and emergency procedures specific to your area of operation, i.e. RTC’s, cone strikes, unexpected wide loads at a lane closure or full closure etc
• Taking charge of any SHE emergencies in your immediate work area and initiating the appropriate SHE emergency procedure.
• Encouraging your workers to participate in Hazard Recognition, near miss reporting and safety suggestion schemes, all of which are high priorities on Costain sites.
• Ensure that all diaries are logged into at the start of the shift and are completed correctly and not left to the end of the shift
• Ensure that “Site Safe and Clear” is used on all full c/way and full slip road closures as per the briefing in the job packs.
• Report all near misses and incidents.

Knowledge, Skills and Experience

Essential 

• 5 years’ experience within Traffic Management
• Good understanding of local authority works, 12D M7 Supervisor qualification would be preferred but not a necessity.
• Review supply chain Risk Assessments and Method Statements 
• Can brief Risk Assessments and Method Statements
• Supervise temporary and permanent roadmarking supply chain activities.
• Supervise temporary barrier activities including installation, maintenance & removal.
• Carrying out routine maintenance checks of all temporary traffic management, temporary safety barrier and temporary / permanent road markings on site to highlight any defects.
• Carry out Tool box talks
• Computer literate
• Experience in Auto Cad is a benefit but not essential.
• Full Driving licence.

Desirable

• 7 years’ experience within Traffic Management

Essential 

• NHSS 12 A/B 

• CITB Site Supervisors Safety Training Scheme (SSSTS) as a minimum or equivalent.

• NHSS 12D M6 or M7 (level 2)

• 3 day first aid

• Conflict management training

• Safety Critical Medical

Desirable

• NHSS 12 Traffic Safety Supervisor
