Job Description - 13032 - IT Program Manager Network and Cabling
Description Provide leadership and guidance to a team that ensures efficient and effective technology initiatives are delivered to users. Ensure programs and projects are conducted in alignment with VDOT's technology strategy. This position is responsible for the management and oversight of statewide network and cabling operations, including vendor coordination, service delivery monitoring, and resolution of performance or escalation issues. The role serves as the agency’s primary escalation point for all network and cabling services across 295+/- sites and provides expert level technical guidance in support of mission critical infrastructure.
How you will contribute:
Business Process Improvement: Identify business processes that may be improved with technology solutions. Create processes and tools to facilitate increased efficiencies.
Ensure Compliance: Ensure Compliance Provide compliance management and ensure that staff comply with required VITA, DHRM, VDOT, and ITD policies, processes and procedures.
Execute Program: Supervise staff supporting assigned ITD function(s). Responsibilities include supervision of staff in execution of day-to-day processes tied to the specific ITD function. Perform managerial and technical work ranging from simple to moderate difficulty. Interact with peer supervisors and the IT Portfolio Managers to meet customer needs.
IT Policy Compliance: Ensure compliance with VDOT and VITA policies, standards and guidelines governing IT computer systems.
Improve Processes: Responsible for tracking operational metrics on assigned ITD functions. Apply those metrics to identify and improve function specific processes.
Issue Resolution: Monitor statewide network performance, analyze performance data, generate operational reports, and identify service degradation trends. Provides advanced troubleshooting for complex network and cabling issues, coordinates with vendors and partners to restore services, and implements corrective actions to prevent future disruptions.
Lead, Supervise, and Develop Staff : Ensure the development, training and performance improvement of assigned ITD staff. Apply concepts, practices, and procedures of supervision and leadership in each assigned functional area. Supervise technical staff, oversee vendor performance, and manage agency wide customer outreach and communication related to enterprise infrastructure services.
Manage Programs and Projects: Plan, oversee and implement delivery of technology projects or services. Oversee staff assignments and priorities. Develop training plans for team members. Develop and implement procedures, processes and best practices. Provide strategic planning for program areas and recommend new technologies.
Network Coordination and Oversight: Plan, coordinate and manage large scale, multi site network and cabling projects; establishes and enforces technical standards; allocates resources; and ensures the timely execution of project deliverables. Responsibilities include leading support for capital outlay initiatives, such as requirements development, procurement coordination, service readiness, and policy documentation.
Oversee Initiatives: Oversee Information Technology initiatives for assigned program. Assign resources to project teams to complete deliverables.
Program Maintenance: Oversee work and staff in assigned program to ensure consistent process and quality standards are implemented.
Reporting: Provide status reports on project plans, timelines, schedules and progress updates. Participate in strategic planning for programs, projects or systems.
Strategic Management: Work with peers and subordinates to define strategic direction for assigned technology program and product lines and deliver on strategic initiatives. Evaluate tools and prioritize work efforts with stakeholders from ITD and business units.

Knowledge of state and agency policies, IT governance, and compliance requirements related to telecommunications and infrastructure operations.
Knowledge of technology and methodology of computer and network systems and software.
Knowledge of vendor management, contract performance monitoring, and service-level expectations.
Skill in enterprise networking infrastructure, including routing, switching, VLANs, wireless systems, network security principles, and circuit provisioning.
Skill in organizing and prioritizing activities.
Skill in researching best practices and applying them to organizational guidelines and policies.
Skill in technical troubleshooting to include applications, systems and network problems, etc.
Skill in the use of computers and software applications.
Technical knowledge and skills in technologies appropriate to assigned program.
Minimum Qualifications:
Experience in enterprise networking infrastructure, including routing, switching, VLANs, wireless systems, network security principles, and circuit provisioning.
Experience with network performance monitoring tools, techniques, metrics, and reporting methods used to assess system health and service availability.
Experience with project management methodologies, resource coordination, and multi-site implementation practices.
Knowledge and skill with technologies and functions appropriate to leading an IT program area.
Knowledge of cabling standards, cabling plant design, installation practices, and statewide service delivery requirements.
Skill in financial management.
Skill in leading IT professionals in the planning, analyzing, designing, developing or implementing information technology programs, projects or systems for a large organization.
Skill in managing IT functions including IT Governance and Compliance, Enterprise & Business Architecture, IT Service Mgmt, Asset Mgmt, Infrastructure and Ops, Application Development, PPM & Projects, or Data and BI Management.
Skill in people and resource management.
Additional Considerations:
A combination of training, experience or education in Computer Science, Information Systems, Engineering or related field is desired.
Experience leading IT professionals.
PMI Project Manager Certification.
