The Executive Office of Labor and Workforce Development (EOLWD), which includes the Departments of Unemployment Assistance (DUA), MassHire Career Services (MDCS), Industrial Accidents (DIA), Labor Standards (DLS), Labor Relations (DLR), Family and Medical Leave (DFML), Apprentice Standards (DAS), and Economic Research (DER) manages the Commonwealth's workforce development and labor departments to ensure that workers, employers, and the unemployed have the tools and training needed to succeed in the Massachusetts economy.

Under the direction of the Treasury Operations Manager, the incumbent provides assistance and support to the unit, its supervisor and the financial management team to operate the Secretariat's cash accounts, which includes maintaining cash records and reconciling assigned bank account transactions, monitoring and processing daily cash flow activities and providing backup and technical support for Treasury Operations.  Other duties include, but are not limited to:

  • Processing unemployment benefit cash drawdown within ASAP, US Treasury sites.
  • Processing federal grant drawdown with PMS federal site and reconciling MOSAIC transactions.
  • Collaborating with treasury, banking partners, and financial platforms to ensure accurate cash draw reconciliation.
  • Maintaining proper records for the cash draws, ensuring comprehensive documentation to support audit compliance.
  • Scanning and depositing sweep account checks.
  • Entering payment vouchers into MOSAIC for processing.
  • Monitoring daily cash balances, revenue and fund disbursement and ensuring all amounts are accurate and posted timely in compliance with State and Federal regulations.
  • Performing cash and expense reconciliations weekly to resolve all issues in a timely manner with the Offices of the State Comptroller and Treasurer.
  • Preparing cash reports and accounting records to be used with financial statements; reviewing refund requests/expenditures refunds.
  • Other duties as assigned.

Preferred Qualifications

  • Knowledge of the principles and practices of accounting, including terminology.
  • Knowledge of federal and state laws, standards and guidelines governing cash management.
  • Experience in the state accounting system (MOSAIC) and use of enterprise software applications to manage and monitor assigned accounts.

MINIMUM ENTRANCE REQUIREMENTS\:  Applicants must have at least (A) three years of full-time, or equivalent part-time, professional experience in accounting or auditing, of which at least (B) one year must have been in a supervisory, administrative or managerial capacity, or (C) any equivalent combination of the required experience and the substitutions below. 


 


Substitutions\: 


I.  An Associate's degree with a major in accounting, business administration or business management may be substituted for a maximum of one year of the required (A) experience.* 


 


II.  A Bachelor's degree with a major in accounting, business administration or business management may be substituted for a maximum of two years of the required (A) experience.* 


 


III.  A Graduate degree with a major in accounting, business administration or business management may be substituted for the required experience.* 


 


*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
