Job Description:



Mandatory Qualification    



  1. Works in the field of Information Technology, experienced in the usage and support of a collection of development platforms, technical architectures or business applications and products that run on those platforms - beyond that of a Programmer.

  2. ITS State Liquor Authority is developing a system for online payments using Microsoft .NET and we require HBITS to guide the development effort to perform application development, solution design, and create functional and technical documents.

  3. The consultant should also analyze, design and configure changes within the system to incorporate portal functionality and should work with architects and developers to configure and support various back-office integration points and activities.



Provide a list of the day-to-day tasks to be performed by the Selected Candidate:



  1. Provide Solution design, create functional and technical documents. Develop, implement, manage and maintain applications using Microsoft .NET technology in support of ITS SLA. Analyze, design and configure changes within the system to incorporate LEAP/Portal functionality. Work with architects and developers to configure and support various back-office points and activities. Detail daily tasks will include but not limited to the following:



  • Guide Development Team for Project including reviewing and reporting on Team progress and assigning Developers tasks

  • Analyze and interpret business rules and workflows for application design

  • Workflow design, analysis and configuration

  • Performance Metrics/Data Analysis

  • Interface Design and coding of application

  • Provide training to staff on any learned new technologies  

  • Assist the Configuration and Release Management teams in scheduling and performing deployment

  • Provide training 

  • Aid other developers, pair programming where needed

  • Prepare reports based on Business specifications

  • Manage code Merge and code version control

  • Design, develop and test web applications in an agile project management process using modern technology solutions

  • Create diagrams of methodologies, processes and logical flows as well as data models

  • Design libraries to support reusable components using SOLID principle

  • Building Web Applications using Front end Frameworks like Vue JS, Angular

  • Build responsive web applications using JavaScript, Type Script, Bootstrap 4, CSS3, HTML5, JSON

  • Design and develop web services using WebAPI 2 and HTTP Action Results.  GraphQL a plus.

  • Generate REST microservices designed with scalability and portability in mind

  • Create SQL statement with performance in mind for database initializations designed for seeding data intended for automated testing

  • LINQ with entity framework to be used in data layer

  • HTML extensions helpers and or web components to create standard look and feel for different UI widgets.

  • Design, develop, implement NYBE Portal/SOA conversion program to convert JSON object to XML Dynamically based on Mapping configuration which consists of Mappings between JSON element to target XML element, String mappings, Default value to the target XML element if the mapping element is not present in the JSON Object

  • Investigate new tools, new technology as needed  

  • Implementing correct design pattern for a particular use case

  • Provide knowledge to State Staff

  • Participating project governance activities Additional responsibilities may include from time to time:

Requested Qualifications:



Provide a detailed description of how the Candidate meets the Mandatory Qualification.  Include name(s) of previous employer(s), start and end dates of engagement(s), references, and any additional applicable information.





  1. 84 months of experience in IT in the areas of Application Design and Implementation, with Lead Software Engineer/Architect role.




  2. 84 months of experience in analysis, Application solution designing, requirement gathering, development, requirements planning, quality assurance of enterprise grade applications and successfully led multiple releases to completion.




  3. 84 months of experience working on interfacing with applications using SOAP and RESTful Web Services.




  4. 84 months experience with building Web Applications using Vue JS, Angular, Microsoft .Net, ASP.Net Core MVC, C#, and Entity Framework Core.




  5. 72 months of experience working with MS SQL Databases, writing queries, stored procedures, and views.




  6. 72 months of experience designing and implementing web applications in responsive web design using Bootstrap, HTML 5, CSS 3, SASS, Angular, Vue.js, Webpack.




  7. 72 months of experience in developing Dynamic Components, Modules, Services and Custom Filters using Vue JS, Angular, AXIOS and VUEX to access REST APIs.




  8. 84 months of experience working with business analysts, clients collecting as-is business requirement, provide gap analysis, solutioning the to-be system with deep understanding of customers’ needs, write technical specifications, mentor development team, enforce code standards.




  9. 84+ Months: Candidate is able to provide guidance to large teams and/or has extensive industry experience and is considered at the top of his/her field.
