Appraiser Trainee

The Liberty County Board of Assessors is seeking qualified applicants for the full-time position of Appraiser Trainee within the Assessors' Office. Under direction and supervision, this position is responsible for establishing values of properties for ad valorem tax purposes; conducting appraisal appeals including preparation and field work; performing residential and less complex commercial appraisals for tangible property in Liberty County that are subject to ad valorem taxation, adhering to Georgia laws governing same, Department of Revenue regulations and applicable appraisal procedures; and other routine technical appraisal tasks. No experience is required; the incumbent will be trained to perform the duties and responsibilities of the position.

MAJOR DUTIES

• Assists with field inspections of property, including visual inspection and measuring dimensions.
• Performs basic property searches and gathers information necessary to determine value.
• Calculates appraisal values for real property.
• Reviews sales data, field data records, and conditions affecting property.
• Assists with reviewing taxpayer appeals and making recommendations for change.
• Maintains continuing education requirements for certification.
• Conducts damage assessments following natural disasters.
• Maintains inspection equipment.
• Performs other related duties as assigned.

KNOWLEDGE REQUIRED BY THE POSITION

1. Knowledge of county safety policies and procedures.
2. Knowledge of State and county laws, ordinances, rules, regulations, and departmental policies governing ad valorem taxation of tangible property valuation methods and accounting procedures.
3. Skill in performing basic mathematical calculations.
4. Skill in maintaining accurate records.
5. Skill in reading and interpreting maps and deeds.
6. Skill in producing detailed building drawing, locating property, and classifying property.
7. Skill in using computers, calculators, and standard office equipment.
8. Skill in customer service and interpersonal relations.
9. Skill in oral and written communication.
10. Ability to work independently.

SUPERVISORY CONTROLS

The Real Property Supervisor assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the final results.

PHYSICAL DEMANDS/ WORK ENVIRONMENT

• The work is typically performed while sitting at a desk or table or while intermittently walking, standing, stooping, bending, or crouching.
• The employee occasionally lifts light objects, uses tools or equipment requiring a high degree of dexterity, distinguishes between shades of color, and utilizes the sense of smell.
• The work is typically performed in an office, vehicle, and outdoors. The employee may be exposed to noise, dust and dirt, machinery with moving parts, and inclement weather.

MINIMUM QUALIFICATIONS

• High school diploma or GED required.
• No experience required. The incumbent will be trained to perform the duties and responsibilities of the position.
• Possession of a valid Georgia Class C driver’s license with an acceptable driving history is required.
• Must be a Georgia resident.
• Must pass the Appraiser I examination as required by the Georgia Department of Revenue within one (1) year of hire.

SALARY AND BENEFITS

This is a full-time position with a starting annual compensation of $40,747.20 (Pay Grade 11A), or $19.59 per hour. Upon attaining Appraiser I certification, there is an increase in pay to $42,806.40 (Pay Grade 12A).

The typical work schedule is 8 AM - 5 PM Monday to Friday, with occasional overtime hours. The Assessors' Office is located in the Liberty County Courthouse Annex in downtown Hinesville.
