DEFINITION AND DUTIES:

Under direction, perform civil engineering duties ranging from design to project and staff management. Assist the County Engineer in the administration of the Secondary Roads Department.

Knowledge of:

• Principles and practices of civil engineering as applied to the design, construction and maintenance of modern highways and bridges
• Iowa Department of Transportation (IDOT) regulations and specifications
• Federal Highway Administration regulations and specifications
• State of Iowa Code and regulations governing the practice of civil engineering
• Principles and practices of public management, administration, and labor relations
• Principles and practices of personnel management and conflict resolution
• English language to include grammar, spelling, sentence structure, vocabulary, and proofreading skills

Ability to:

• Analyze and interpret complex rules and information to design, implement and complete construction projects
• Represent Johnson County and perform duties in a professional, responsible and trustworthy manner
• Recruit, hire, train, manage, evaluate, discipline, and motivate staff in accordance with county employment policies, work rules/procedures, and collective bargaining agreement
• Communicate effectively, in public as necessary, both orally and in writing with staff, policy makers, other county employees, and members of the public
• Use engineering concepts and tools, surveying equipment, computer aided drafting and project management skills
• Comprehend, analyze, and interpret technical procedures, governmental regulations, and professional periodicals
• Maintain accurate records and be attentive to detail
• Write reports, business correspondence, and procedure manuals
• Establish and maintain effective working relationships with co-workers, supervisors, contractors, and members of the public

• Stand and walk frequently, sometimes on uneven and unstable surfaces such as construction sites, roadway or ditch embankments
• Occasionally operate survey instruments and related accessories such as level rods, measuring tapes, and range poles
• Occasionally lift, carry, push and/or pull amounts weighing up to 100 pounds
• Have sufficient personal mobility to complete field work at various county facilities and worksites
• Work flexible schedule and be on-call as needed

MINIMUM EDUCATION, TRAINING AND EXPERIENCE:

Bachelor’s degree in civil engineering or related field AND 4 years of experience in progressively responsible engineering design under a licensed professional engineer. A minimum of two years of experience or training in computer aided design is required. Experience with AutoCAD Civil 3d is preferred.

Special requirements:  Licensed as an Iowa Professional Engineer or able to become licensed within six months of hire.  Valid driver’s license and insurable under county liability coverage. Must pass a background check. 

SPECIFIC DUTIES: to be performed satisfactorily with or without reasonable accommodation

The following duties are normal for this position.  These are not to be construed as exclusive or all inclusive.  Other duties may be required and assigned.

• Design and/or provide supervision of the design process for paving, resurfacing, bridge, drainage, restoration, grading, recreational trails, and other maintenance and construction projects.
• Provide work direction, leadership and advice to Engineering and Maintenance staff and crews as required in accordance with work policies, procedures, and safety standards.
• Keep the County Engineer informed of work related activities as progression takes place.
• Hire, train, schedule, evaluate, discipline, and supervise employees.
• Maintain positive department public relations. Serve as a public liaison by answering questions, solving problems, correcting difficulties, preparing and giving presentations, and meeting with the public to provide information.
• Prepare and complete documentation of inspection procedures for construction projects to ensure compliance with federal, state, and local mandates.
• Prepare pay estimates, resolve disputes, and monitor the progress of contracted work to ensure timely completion and compliance with federal, state, and local standards.
• Prepare bidding and letting documents for construction and maintenance projects.
• Assist in selecting road projects and preparation of the proposed construction program and budget on an annual basis.
• Negotiate and acquire right of way for construction projects.
• Read and disseminate training manuals, IDOT specifications/special provisions and other bulletins, documents, and copies of changes to appropriate staff.
• Attend work-related meetings and professional development opportunities to keep well informed on new standards, regulations, and procedures. Recommend changes and implement new policies.
• Perform back-up for County Engineer as necessary.
• Secure county property to prevent theft.
• Perform all work duties and activities in accordance with County policies, procedures, collective bargaining agreement, and safety practices.
• Attend work regularly.
