Education\: Associate's degree in relevant healthcare field required. Master's degree preferred.

Experience\: Minimum of 2 years of clinical management and supervisory experience in a home health, hospice or related health care organization, in accordance with Conn. Agencies Regs. § 19-13-D67 required. Three or more years experience preferred, within a home health or hospice agency or related community health program which included care of the sick at home preferred.

Licensure, Certification, Registration\: Current discipline licensure to practice in the State of Connecticut required. Previously attained licensure in accordance with CAR § 19-13-D67, preferred.

Knowledge, Skills and Ability Requirements 
• Demonstrated ability to supervise and direct professional administrative personnel.
• Ability to market and deal tactfully with customers and the community.
• The ability to drive and/or have access to transportation for agency-related travel (e.g. community partners, patients, etc.) is an essential function of the job. Must have and maintain a valid driver’s license, maintain automobile insurance coverage and have access to an automobile.
• Has excellent observation, verbal and written communication skills.
• Knowledge of business management, state and federal governmental regulations.
• Knowledge of home health federal and state regulations/administration.
• Outstanding leadership and managerial skills, organizational, interpersonal and communication skills.
• Ability to effectively communicate at all levels within the organization and share knowledge, ideas and information. 
• Intermediate to advanced MS Outlook, Word, Excel and PowerPoint, and Microsoft Project. 
• Experience with electronic medical records, specifically EP

The Assistant Director of Clinical Services (ADCS) is responsible for supporting the Director of Clinical Services in driving 
clinical results in the assigned region. The ADCS implements and evaluates goals and objectives for home health services 
in partnership and under the direction of the DCS which meet and promote the standards of quality and contribute to 
the total organization and philosophy

Supports regional compliance with all applicable state and federal home health / hospice laws and regulations.
At the direction of the DCS, supports and manages all direct and indirect patient services provided by clinical organization personnel. Ensures a Clinical Manager/Supervisor is available during all operating hours. 
Assures the development, implementation, and updates of the individualized plan of care, which would entail communication with all physicians involved in the plan of care and integration of orders, including medication orders, from all physicians involved in the plan of care. 
Provides guidance and counseling to coordinators and Clinical Supervisor to help them improve all aspects of care and services provided through organization personnel.
Assists Clinical Supervisors in managing clinical teams and planning.
Provides help in assessment, planning, implementation and evaluation of patient and family/caregiver care to all clinical personnel as indicated.
Interprets operational indicators to detect census changes and increases or decreases in volume, which could impact staffing levels, revenues or expenses.
Evaluates performance of Clinical Supervisors.
Assists Clinical Supervisors to develop skills and techniques in evaluating the performance of clinicians. 
Conducts clinician performance evaluations annually, or more frequently if indicated.
Oversees the maintenance of patient clinical records, statistics, reports and records for evaluation and reporting of organization activities.
Assures proper maintenance of clinical records in compliance with local, state and federal laws. 
Supports the DCS in maintaining adequate and appropriate inventory supplies and equipment for providing patient services.
Supports, implements and evaluates the orientation program for new organization personnel. Participates in the orientation of new organization personnel.
Plans and implements in-service and continuing education programs to meet education and training needs of organization personnel.
Assists with evaluating organization performance via performance improvement program, productivity, quarterly and annual reviews directed by the DCS. 
Assures for the quality and safe delivery of patient care and services provided through the Organization. 
Assists in the development of organization goals. Develops, recommends, and administers Organization policies and procedures.
Assures compliance with all local, state and federal laws regarding licensure and certification of organization personnel and maintains compliance.
Stays informed about changes in nursing and home health care; shares information with appropriate organization personnel.
Promotes home health referrals in the health care community.
Other duties as assigned by the DCS
