Position Summary

The Assistant Director of Intervention and Outpatient Services provides day-to-day clinical and operational leadership for KYC's outpatient service line, partnering with the Director to ensure accessible, high-quality, and financially sustainable care. The role supervises clinical program managers and oversees the full outpatient journey, from centralized intake and access through assessment, individual and group therapy, psychiatry, case management, crisis intervention,

and substance use treatment.

This position balances clinical quality, staff supervision, regulatory and accreditation

compliance, and revenue cycle performance. The ideal candidate is a licensed behavioral

health leader who can hold high clinical standards while managing productivity, documentation,

and access targets, and who can build a healthy, mission-driven team.

Clinical and Program Leadership

• Provide operational oversight for KYC's outpatient programs, including centralized intake

and access, outpatient individual and group therapy, psychiatry and medication

management, case management, and substance use treatment services.

• Partner with the Director to develop and execute the service line's strategic and annual

operating plans, access standards, and key performance indicators.

• Oversee crisis response and the movement of clients across levels of care, supporting

timely, least-restrictive, and clinically appropriate transitions.

• Ensure care is delivered using evidence-based, trauma-informed, and culturally

responsive practices that reflect community needs.

• Serve as acting lead for the outpatient service line in the Director's absence.

Supervision and Team Development

• Directly supervise clinical program managers and coordinators; provide regular coaching,

performance feedback, and annual evaluations.

• Support clinical supervision structures for licensed and licensure-eligible staff, including

oversight of staff working toward LCSW or LCPC licensure.

• Lead recruitment, onboarding, retention, and professional development for outpatient staff.

• Foster a collaborative, accountable, and equity-centered team culture aligned with KYC's

mission and values.

• Manage caseload assignment, scheduling, and coverage to balance access, clinician wellbeing,

and productivity.

Access, Intake, and Client Flow

• Oversee centralized intake and access processes to reduce wait times, improve

conversion from inquiry to first appointment, and support warm handoffs across programs.

• Monitor referral sources, no-show and engagement rates, and waitlists; implement

workflow improvements that expand timely access to care.

• Strengthen coordination between outpatient, crisis, prevention, and community partners,

including school-based and centralized intake pathways.

Revenue Cycle and Operational Performance

• Monitor clinician productivity, billable service targets, and documentation timeliness

against service line goals.

• Partner with revenue cycle and finance staff to support accurate coding, clean claims,

denial management, and reduction of outpatient billing deficits.

• Track program expenditures and service volume against budget; support data-informed

staffing and resource decisions.

• Support readiness for and ongoing compliance with value-based and certified models of

care, including Certified Community Behavioral Health Clinic (CCBHC) requirements.

Quality, Compliance, and Documentation

• Ensure outpatient services meet all funder, payer, regulatory, and Joint Commission

accreditation requirements; maintain audit-ready clinical records.

• Lead clinical record reviews, coding and documentation audits, and continuous quality

improvement initiatives.

• Oversee adherence to confidentiality, mandated reporting, risk management, and clinical

safety protocols.

• Analyze clinical and operational data to evaluate outcomes, identify trends, and inform

program design.

Community Engagement and Partnerships

• Build and sustain relationships with referral partners, school districts, hospitals, payers,

and community organizations across the service area.

• Represent KYC at community meetings and partnership forums; advance integrated,

accessible behavioral health care.

Qualifications

Education and Experience

• Master's degree in social work, counseling, psychology, or a related clinical field required.

• Minimum of five years of behavioral health experience, including at least two years of

clinical supervisory or program management experience.

• Demonstrated experience managing outpatient clinical operations, access, and

documentation/billing workflows.

• Experience with community mental health, crisis services, or substance use treatment

strongly preferred; CCBHC experience a plus.

Licensure and Certifications

• Active Illinois clinical licensure required (LCSW or LCPC); license in good standing.

• Qualified to provide clinical supervision toward independent licensure preferred.

• Valid driver's license, reliable transportation, and proof of insurance for community-based

travel.

• Successful completion of background checks as required.

Knowledge, Skills, and Abilities

• Strong clinical knowledge across mental health and substance use, including assessment,

levels of care, crisis intervention, and trauma-informed practice.

• Working knowledge of behavioral health revenue cycle, coding, documentation standards,

and payer requirements.

• Proven people-management and team-development skills, with the ability to coach and

retain clinical staff. 

Strong organizational, project-management, and data-analysis skills across multiple

programs and deadlines.

• Proficiency with electronic health records and reporting tools.

• Excellent written and verbal communication skills.

• Commitment to diversity, equity, inclusion, and accessible, person-centered care.

• Bilingual (English/Spanish) skills a plus.

Work is performed primarily in an outpatient clinic and office setting, with periodic local travel

across the service area. The role may require occasional evening hours to support client

access. The position involves prolonged periods of computer and electronic health record use.
