Job Description - Assistant Project Manager

SUMMARY


Under the supervision and guidance of the Project Manager, manages the planning, design, construction, and closeout of facilities, structures, roadways, runways, and other airport projects as identified in the Airport's Master Plan/Capital Improvement Program. Ensure projects are well planned, coordinated, scoped, budgeted, designed, constructed safely, on schedule, within budget, with good quality, with minimal operational impacts and with positive effects on overall security.


The Assistant Project Manager works closely with consultants, contractors, and airport department staff on planning and designing airport projects as well as on procurement, construction administration, and project closeout. Coordinates all phases of development including requests for proposals for architectural/engineering services, preparation of grant application, development of plans and specifications, project budget and schedules, construction, construction administration and inspection, and project closeout.



DUTIES AND RESPONSIBILITIES



  • Responsible for management and/or performance of design/engineering plans, budgets, sources of funds, delivery methods and controls procedures for existing facilities, projects and programs that enhance the airport business, including analysis of operational implications, impacts to the approved master plan, regulatory requirements, and safety requirements.

  • Presents specific project data and technical information for on-going and proposed projects to support the Authority's goals. Tracks and analyzes schedule, funding, percent complete, etc., for ongoing projects. Provides preliminary schedule and cost estimates for proposed projects and assists in coordinating and securing all necessary project approvals.

  • Assists the Project Manager with facilitating construction oversight and implementation of projects and plans relevant to the Authority within procurement requirements and established schedules and budgets. Develops negotiating strategy, parameters, pricing, and terms for construction and consultant contracts.

  • Manages the formal procurement process which involves coordinating the advertising, bidding, evaluation, and correspondence process, and providing guidance and assistance to staff for all other procurements.

  • Coordinates development of Requests for Proposals (RFPs), Requests for Qualifications (RFQs), and Requests for Information (RFIs).

  • Prepares RFP's, bid specifications, and negotiates change order requests and contracts.

  • Establishes and maintains efficient relationships with vendors, program managers, project engineers, design firms, construction firms, and other agencies or organizations.

  • Performs other duties as assigned or required.



MINIMUM JOB REQUIREMENTS



  • Associate degree in business administration, airport management, construction management, engineering, or related field.

  • A minimum of 3 years of related experience involving architecture, engineering, construction administration, airport operations; or an equivalent combination of related education and experience.

  • Experience in construction management and management of public agency projects preferred.

  • Valid Florida Driver's License.



KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED



  • Strong leadership and management skills.

  • Professional business savvy, with principles and practices of budgeting, purchasing, contracting and records maintenance.

  • Ability to manage multiple complex projects at a given time.

  • Knowledge of Airport Building codes, ADA requirements and FAA requirements.

  • Ability to collaborate with other departments/organizations.

  • Strong interpersonal and customer relationship skills.

  • Strong communication skills, both verbal and written.

  • Ability to work with minimal supervision and exercise considerable independent judgment.

  • Willing to travel out of town occasionally for up to two to five days at a time.



  • Willingness to work long and sometimes irregular hours compliant to the Federal Aviation Regulations.

  • Working knowledge of FAA grant requirements and DOT programs.

  • Ability to read and interpret blueprints and contracts and full knowledge or ability to quickly learn local government codes and regulatory requirements.

  • Working knowledge of project management techniques and engineering software.

  • Able to work with mathematical concepts and statistical inference and the fundamentals of plan and solid geometry.

  • Strong technical aptitude of computers and computer programs specifically Microsoft Office (Word, Excel, Project), PDF editing software, Auto Cad and Blue beam.



WORKING CONDITIONS AND PHYSICAL EFFORT



  • Good visual acuity to work inside under artificial lighting and in bright sunlight.

  • Able to lift 30 pounds, walk and sit for most of the day.
