Job Summary

The Ranger position is responsible for enforcing regulations related to District facility use and monitoring outreach and education at Basin Recreation outdoor facilities and parks.

Minimum Qualifications

• 21 years of age or older with a valid U.S. driver’s license.
• High school diploma or equivalent.
• Three (3) years of experience enforcing regulations in parks, natural resources, outdoor recreation settings, or a related field.

The successful applicant must pass a required pre-employment background check, MVR, drug test, and subsequent mandatory checks in accordance with current District policy requirements.

Preferred but not required:

• Experience in code enforcement, parking enforcement, or traditional law enforcement.
• Education or experience in outdoor recreation management.
• Conflict management or de-escalation training.
• Knowledge of the trail network in the greater Park City area, specifically trails within the Snyderville Basin.

Tech Skills & Job Knowledge

• Patrol District parks, trails, open space, commuter pathways, and facilities using vehicles, bicycles, e-bikes, or on foot to monitor visitor safety, resource conditions, and compliance with District regulations.
• Monitor and catalog parking violations using a software system and issue tickets or tow vehicles when necessary.
• Attend administrative hearings to defend contested tickets; prepare photos and written evidence supporting the issued ticket's reasoning.
• Collect data through in-person surveys to assist in the development of policies and to inform management’s decision making.

Dependability

• Document and report maintenance issues at all Basin Recreation facilities to appropriate personnel.
• Assist with trailhead building maintenance and custodial duties.
• Perform routine patrols while exercising sound judgment, professionalism, and independent decision making.

Communication & Teamwork

• Outreach and education of public users of the Basin Trails and Open Space system with a focus on customer service.
• Coordinate with volunteers to assist in monitoring the trail system.
• Assist in developing signage and other educational materials related to the communication of regulations.

Productivity & Adaptability

• Coordinate the process of contesting tickets; respond to questions from the public about their tickets, schedule hearings with the administrative law judge, and organize information gathered at the time of violation for the judge's review.
• Adapt to changing priorities, weather conditions, seasonal recreation demands, and emergency situations while maintaining a high level of public service.
• Monitor District facilities, parks, trailheads, and open space for maintenance needs, safety hazards, vandalism, wildlife concerns, and resource impacts.

Initiative & Organization Skills

• Coordinate maintenance of tools and vehicles necessary for the performance of patrol duties.
• Document maintenance issues, trail conditions, safety concerns, and resource impacts and communicate findings to appropriate District personnel.
• Organize information gathered during patrols to support District operations, planning efforts, and regulatory compliance.

Knowledge, Skills, and Abilities (KSAs)

Knowledge of:

• Regulatory enforcement practices in a public recreation setting.
• Outdoor environments and conditions in the Rocky Mountain region.
• Hiking, cycling, and a range of other outdoor recreation activities.
• Computers and Microsoft Office applications.
• Related OSHA safety standards, current Safety Data Sheet (SDS) procedures, and bloodborne pathogens.

Skill and Ability to:

• Maintain a clear head in situations of stress or elevated emotions.
• Communicate and work with the public and other agencies in a professional manner.
• Work independently with limited supervision.
• Follow verbal and written communication.
• Exhibit strong attention to detail and organization.
• Complete all tasks with safety as a top priority.

Working Conditions, Physical Requirements, and Aptitudes

• Duties are performed indoors and outdoors, including working in inclement weather, extreme temperatures, and over steep terrain.
• Manual dexterity and coordination; high degree of spatial awareness and mental and visual alertness.
• Occasional exposure to hazardous chemicals, vibrations, and fumes.
• Operation of motor vehicles on public roadways and trails.
• Work effectively with crowds and uncooperative individuals, difficult situations, emergencies, or periods of continuous demand.
• Travel to and from sites, facilities, and other locations within the District; transport materials as needed.
• Work a variety of shifts including evenings, weekends, and/or holidays depending on program needs.
• May require emergency call-out.
• This position is ineligible for remote work. Essential duties cannot be completed without being physically present.
