ATR Nuclear Facility Planning Manager

Idaho National Laboratory (INL) is seeking an experienced Nuclear Facility Planning Manager to lead maintenance planning activities for the Advanced Test Reactor. This role ensures maintenance work is planned, resourced, verified, and ready for safe and efficient execution in alignment with DOE, nuclear safety, and Conduct of Operations expectations. The Planning Manager leads a high-performing planning team and partners closely with Maintenance, Operations, Engineering, ESH&Q, RadCon, Supply Chain, and Production Control to deliver high-quality work packages and integrated maintenance readiness.

Essential Job Functions and Responsibilities:

• Lead development and coordination of maintenance plans and work packages that support safe, efficient, and compliant execution.
• Oversee the Planning T-Week/Work week readiness cycle, including job walkdowns, integration meetings, material verification, and package quality reviews.
• Ensure work packages are accurate, complete, field-validated, and aligned with hazard controls and technical requirements.
• Oversee material procurement, staging, requisition coordination, and logistics planning.
• Ensure consistent application of Work Control standards and high-quality written instructions.
• Ensure planning activities align with Conduct of Operations, Conduct of Maintenance, ISMS principles, and nuclear safety expectations.
• Ensure compliance with internal and  DOE requirements including DOE O 433.1, DOE O 430.1B.
• Support audits, assessments, surveillances, and readiness reviews.
• Incorporate regulatory and procedural updates into planning processes and staff expectations.
• Partner with Operations, Engineering, Production Control, ESH&Q, RadCon, and craft organizations to deliver integrated, executable plans.
• Support outage planning, emergent work prioritization, and readiness verification.
• Facilitate cross-discipline communication to resolve planning gaps and reduce execution barriers.
• Collaborate with INL mission centers and DOE complex counterparts to benchmark performance and share Lessons Learned.
• Lead, mentor, and develop planning staff; strengthen technical writing, hazard analysis, and instruction quality.
• Support planning and craft qualification pathways, coaching, and staff development programs.
• Promote a strong safety culture, accountability, and professional growth.
• Build a pipeline for multi-discipline craft personnel to qualify and develop essential planning skills.
• Drive continuous improvement in planning processes, PM/RCM development, templates, task standards, and workflow efficiency.
• Track and report performance indicators: schedule adherence, backlog health, rework trends, and work package quality.
• Lead improvements in CMMS data quality and digital workflow adoption.
• Recommend process changes to improve planning accuracy, efficiency, and cross-functional integration.
• Champion AI-enabled planning and analytical tools to improve hazard recognition, technical accuracy, and consistency across work packages.
• Responsible for the effective operation of activities of major significance to our organization. Decisions impact others in the immediate team and influence methods and techniques.
• Execute financials, business planning, organizational priorities, and workforce planning. Ensure that budgets, schedules, and performance standards are realistically set and attained.
• Typically manage employees who perform similar tasks. May manage supervisors, exempt, and non-exempt staff.
• Receive objective-based assignments and determine resources to meet schedules and goals.
• Responsible for a single function, location, and technical discipline.
• Third level of management with human resource responsibilities. Typically, all work is performed through the management of others.

Required:

• Bachelor’s degree and 9 years of relevant experience, OR an advanced degree and 6 years, OR 15+ years of directly relevant nuclear maintenance/operations experience.
• Experience managing personnel in a DOE or NRC-regulated nuclear facility, with demonstrated capability to lead maintenance planning and work control activities to ensure safe, compliant, and efficient execution of field work.
• In-depth understanding of nuclear maintenance planning principles, Work Control processes, configuration management expectations, hazard analysis integration, and planning requirements for nuclear facility systems, structures, and components.
• This position requires the ability to obtain and maintain a DOE 'L' level clearance, which requires U.S. Citizenship. 
   

Physical Requirements:

While performing the duties of this classification, the employee is frequently required to stand, walk, sit, stoop, kneel, bend, and work in an office and field/laboratory environment. The job requires hand/finger dexterity to keyboard or type, handle materials, manipulate tools, and reach with hands and arms. The job requires operation of job-related equipment and driving a vehicle. The employee must occasionally lift and/or move up to 35 pounds. Job Information:

Idaho National Laboratory is hiring a Nuclear Facility Planning Manager to work on our ATR Maintenance team. Our team works a 4x10 schedule located out of our Advanced Test Reactor facility with every Friday off. 

• The target pay range for this position is ($138,143 - $209,345) annually. The full pay range is ($107,844 - $274,980). At Idaho National Laboratory compensation decisions are determined using factors such as education, relevant experience, and other credentials.
• TDP: This is a testing designated position; you will be required to submit to a pre-employment drug screen and periodic drug testing throughout the term of your employment.
