Behavioral Health Clinical Manager - Corrections

We are supporting a municipal detention facility in Detroit and seeking a Behavioral Health Clinical Manager to lead mental health services on site. The facility serves a high-acuity, rapidly turning population, and mental health care sits alongside nursing, pharmacy, and medical services as part of an integrated on-site care team. The work is fast-paced, closely coordinated with custody and medical leadership, and directly tied to detainee safety.

This is a high-autonomy role reporting to the Medical Director designate at the facility. You own the mental health program end to end: the staff who deliver it, the data and reporting that prove it, and the compliance posture that keeps it audit-ready. It carries supervisory responsibility for assigned mental health staff and serves as the professional healthcare liaison on the mental health side, bridging the mental health resource nurses, the medical team, the Client, and outside partners.

This is a strong fit for a clinician who is as comfortable building a reporting workflow as delivering care. A significant part of the job is owning mental health data end to end: choosing the metrics, standing up the system, training staff to use it, and getting accurate reports out on time.

The ideal candidate:

• Holds a master's in Social Work, Counseling, Marriage and Family Therapy, Psychology, or a related clinical field


• Holds an active, unrestricted Michigan clinical license (LMSW, LPC, LMFT, or LP)


• Brings 3–5+ years of direct clinical services and 2+ years supervising or managing clinical staff


• Has experience in correctional, crisis, inpatient, or community mental health settings, and is comfortable working inside a secure environment


• Is skilled in suicide risk screening, crisis assessment, de-escalation, and safety planning


• Is genuinely strong with data and reporting including defining metrics, build and validate a collection tool, pull and verify data, and turn it into clean reports on a recurring deadline

Responsibilities:

Clinical and staff oversight

• Provide clinical and administrative oversight of mental health services delivered on site


• Supervise, coach, and manage the community health worker and assigned mental health staff including performance, productivity, scheduling, and training


• Serve as the liaison between the mental health resource nurses, the Medical Director designate, and the broader medical team; ensure referrals, consults, and follow-ups move without gaps


• Oversee suicide risk screening, crisis intervention, and rounds/checks on detainees identified as at risk, consistent with facility protocol


• Run chart reviews and QA; lead audits, corrective action plans, and staff retraining


• Coordinate discharge and reentry linkage to community behavioral health, substance use treatment, and support services

Data collection and reporting

• Determine the metrics and methods for mental health data collection, and work directly with the Client to establish and approve the designated system


• Test and validate the system before rollout to confirm it captures required data accurately


• Ensure all clinical staff have access to the system and are trained on it, with clear documentation expectations


• Extract data at defined intervals, verify it against clinical documentation, and prepare it in the Client's required format


• Compile and submit weekly, monthly, and quarterly reports; monitor completeness, follow up on gaps in staff entry, and explain variances


• Transmit daily reports and monitoring lists to the Client and designated departments, and respond to ad-hoc information requests in accordance with HIPAA and applicable confidentiality requirements


• Report to leadership on departmental activity, patient outcomes, and training completion


• Coordinate with the Client on ongoing system maintenance, access issues, and revisions as reporting needs change

Compliance

• Enforce clinical policies and maintain full compliance with applicable federal, state, and local mental health regulations, including Michigan Public Health Code, NCCHC, and ADA requirements


• Maintain HIPAA compliance, confidentiality within a correctional setting, and ethical practice standards

Pay: $45.00 – $50.00 per hour, commensurate with licensure and experience
Schedule: Monday – Friday standard business hours, with occasional evenings/weekends based on facility needs
