Bilingual SE Home- Base Supervisor

RESPONSIBILITIES:  Supervises the EHS home visitors, and their related services such as education & disabilities, health, and family support services; while directing the planning, organization, and implementation of family engagement services for children and pregnant mom’s enrolled in the home-based program. In addition to supporting the coordination of the early intervention services for children with disabilities or suspected disabilities. EHS services contribute to the increased social competence in children and the recognition of parents as the primary educators of their children. 

JOB DUTIES:   

1. Perform the functions of this position with a strong understanding of the Early Head Start Performance Standards and its components; Head Start Early Learning Outcomes Framework, and thorough knowledge and application of developmentally appropriate practices. 
2. Initiate and conduct recruitment efforts for EHS program to ensure home visitors caseloads are maintained at 10 children per home visitor.  Will do home visits for vacancies as needed. 
3. Supervise all EHS home visiting staffs’ practices and shadow home visits to observe implementation of the curriculum once per quarter, on a random sample of 3 children/families. Provide reflective and task-oriented supervision to all assigned home visitors twice per month (at minimum). 
4. Has the responsibility of ensuring Home Visitors complete Family Partnership Agreements (FPA’s) with families post their enrollment. Ensure all family goals are followed-up on and referrals are documented in the ChildPlus (CP) system.  
5. Ensure all enrolled children are current with their schedule of age-appropriate preventive and primary health care within four weeks of child's enrollment into the program, and as services expire. Work collaboratively with the Health/Mental Health Coordinator to arrange any (requested) medical, dental, or nutritional examinations and immunizations. 
6. Evaluate the performance of home visiting staff required by Head Start (and/or HOVRS) and Agency policies and procedures. Actively participate in the development and implementation of the Professional Development Plan for each home visitor.  
7. Monitor the implementation of program assigned curriculum Parents As Teachers (PAT), and enter children into the COR online system. Ensure every child enrolled and assigned to a home visitor receives 90min weekly visits. In addition to monitoring parent attendance for weekly visits and twice monthly socializations.  
8. Monitor the implementation of PAT and COR to ensure the documentation of every child’s individual development and progress is maintained. In addition to verifying lesson plans, COR data and CP documentation are completed within the appropriate timeframes, and ensuring quantitative documentation is entered to support the specific check point period. 
9. Monitor all documentation, including parent verification signature sheets, home visitor’s calendars, mileage, examples of children’s work in COR, development assessments (ASQ & ASQ:SE), and ChildPlus notes. Ensure that files and documentation are complete, accurate, and confidentially maintained.  
10. As the supervisor of Education and Disabilities, this position has a primary role in ensuring the implementation and compliance of related Disabilities policies, procedures, and systems according to Head Start Performance Standards. Ensuring all children with disabilities are planned for with their IFSP information articulated in lesson plans. And lead the referral process of Early Intervention (EI) services for children that score a refer (on ASQ3/ASQ:SE) or at the request of the parent.  
11. Ensures ongoing training and monitoring of home visitors’ developmental screenings (ASQ 3 & ASQ-SE 2) regarding accuracy of scoring and completion within 45 calendar days of a child’s enrollment into the EHS program as well as any other required screening and assessment guidelines. In collaboration with other involved EHS staff, assists with the transitioning of children with disabilities out of EHS into HS programming.  
12. Assist home visitors and direct the coordination of the transition of children to HS programs at the Agency or other preschool programs. 
13. Attend staff training, meetings, lead team meetings, and socializations with team as needed. 
14. Assist in recruiting and orientating parent volunteers to participate in the EHS program, with the encouragement of participating in leadership opportunities on the Parent Policy Committee and providing them guidance as needed.  
15. Complete and submit required reports to the Grantee office (Start Early), Board of Directors, and Parent Policy Committee accurately and timely. 
16. Perform and Respond to other duties of the organizations needs by performing assigned tasks which do not fall within the above descriptions.  If such tasks are not of a temporary nature, they should be added to this list of designated job responsibilities. 

EDUCATION:  A minimum of a Bachelor’s degree in Early Childhood Education or related degree from an accredited school. And have a minimum of a Level 2 Infant/Toddler Credential through Gateways.   

CONDITIONS OF EMPLOYMENT 

• Ability to work varying hours Monday - Friday, Schedule may include some evenings and weekends.  
• Must have a valid driver’s license and automobile insurance required for work-related travel? 

EXPERIENCE: Minimum of five years’ experience in Early Head Start/Head Start, which includes direct service and supervision. Knowledge and experience in the philosophy and practices of Early Head Start/Head Start early childhood education, and experience teaching/working with children ages birth to five. Have education or experience in collaborating with parents in the education of their field.  

Physical Requirements:  

• Must be able to remain stationary at 50% of the time. 
• Must be able to frequently move inside the office to access file cabinets, office machinery, etc. 
• Must be able to transport oneself to home visits, conferences, training etc.  
• Occasionally ascends/ descends stairs.  
• Constantly position oneself to assist children during activities. 
• Frequently moves in outdoor weather conditions. 

This is a full-time exempt position.
