JOB SUMMARY

Under the general supervision of the Chief Building Official or designee, performs residential and commercial inspections to ensure compliance with state and local building codes, approved construction plans, and applicable safety regulations. Reviews construction-related documentation, prepares inspection reports, maintains records, and communicates with contractors, property owners, and the public regarding code compliance and corrective actions during construction; communicates as directed by the Chief Building Official with permit holders/contractors/architects/engineers, regarding status of construction plan/code compliance; assists in the dissemination of Chief Building Official's orders.

WORK HOURS:     7:30 am - 3:30 pm; Monday - Friday (some overtime)

PAY GRADE:         Grade 28

STATUS:                Classified; Bargaining Unit

FLSA:                     Non-Exempt  

ESSENTIAL FUNCTIONS

  • Performs inspections of new construction, alterations and additions to determine that work, for which they are certified to inspect, is in compliance with plans and specifications; inspects all material installed at job sites; prepares reports regarding inspections and reports findings to the C.B.O.

  •  Consults with contractors, architects, engineers, property owners, and applicants regarding code compliance issues and corrective actions. concerning violations and corrective measures pertaining to violations found on construction sites (offering assistance for solutions to violations subject to approval of Plans Examiner and/or C.B.O.).  Conducts themselves in a professional, courteous, impartial, responsive and cooperative manner.

  • Performs data entry and retrieval of job and contractor records, files, and documents as required for inspecting and reporting of inspections.

  • Attends hearings, meetings and seminars as required by the C.B.O.

  • Keeps records of inspections made and actions taken maintains active and inactive files.

  • Assists the C.B.O. and/or Plans Examiner in resolution of public and client complaints and resultant actions.

  • Mentors and guides other Building Inspectors and will provide cross training as needed for peers and co-workers. 

  • Performs virtual (remote) inspections for code compliance.

  • May be assigned to perform code/inspection related training as directed by the Chief Building Official and/or his designee. 

  • Additional duties as assigned by the Chief Building Official and/or his designee. 

 

KNOWLEDGE, SKILLS, AND ABILITIES

  • Ability to read and correctly interpret construction drawings and maps.

  • Knowledge of construction industry terms, methods, and documents.

  • Knowledge of and ability to use inspection tools and equipment.

  • Knowledge of State mandated codes and locally adopted regulations and ordinances.

  • Knowledge of data entry and retrieval systems.

  • Must be able to communicate effectively with contractors, building owners and the general public.

  • Must be able to write letters and reports as required; answer routine correspondence incidental to work.

  • Ability to climb ladders, stairs and scaffolding; crawl through attics and crawl spaces; and work in confined spaces.

  • Ability to operate a computer, smart phone and other similar electronic devices.

  • Ability to train, guide and mentor other employees.

 

UNUSUAL WORKING CONDITIONS

  • Works outside exposed to weather.

  • Overtime may be required.

  • Spends high percentage of time in automobile.

  • May require travel that results in overnight stays.

  • Exposed to potentially dangerous situations and materials while on construction sites.

Qualifications

MINIMUM QUALIFICATIONS 

  • High school diploma or GED required

  • Valid State of Ohio Inspector Certificates as issued by the Ohio Board of Building Standards (OBBS); or holder of passing scores of International Code Council (I.C.C.) certification tests of OBBS classifications as determined by the Chief Building Official based on current staffing and workload which include the following certifications:

Level 2 Residential Code Official.        

AND

Level 3 Limited Commercial Inspector with all the following specializations:

  1. Building Inspector

    1. Energy Inspector

      1. Fire Protection Inspector

      2. Mechanical Inspector

OR

Level 2 Residential Code Official.

AND

Level 3 Limited Commercial Inspector with one the following specializations:

  1. Electrical Safety Inspector

  2. Plumbing Inspector

OR

Level 2 Residential Code Official with all the following specializations:

  1. Residential Electrical Inspector

  2. Residential Plumbing Inspector

  • Applicants not fully certified by the OBBS at the time of application must possess valid Initial Certification in the classifications as determined by the Building Official prior to the time of hire.   • Applicants not fully certified by the OBBS at the time of hire must receive full certification in the classifications as determined by the Building Official within twelve months of hire 

  • Extensions to any time period requirements should be rare and only be an exception, if an extension is required it must be pre-approved by the CBO or designee.

  • Employees must maintain certification in the classifications as determined by the Building Official as a condition of employment.

  • Must have and maintain a valid driver’s license with driving privileges in the state of Ohio.
