General Position Summary:
Directs all medical records functions, all accounting and data processing functions, all business office functions and all material management functions. Functions in an assistant administrator capacity.
Essential Functions / Major Responsibilities:
· Prepares and analyses monthly board reports (Balance Sheet, P & L, etc.).
· Directs all banking activities (Checking accounts, loans, etc.).
· Directs all patient accounting, payroll, accounts payable and general ledger activities.
· Directs all Medical Records activities.
· Prepares annual reporting requirements:
a. Capital budget (July through October).
b. Operating budgets (July through October).
c. Rate review package (October through March).
d. Annual financial audit (December through March).
e. Medicare cost reports (February through March)
f. Arizona Department of Health Services Uniform Accounting Report (April)
· Oversees preparation and monitor quality assurance measurement and yearly goals and objectives.
· Maintains adequate insurance coverage with proper documentation.
· Oversees Admissions (Impatient and Outpatient).
· Oversees Communications (Switchboard and Mail).
· Oversees Cashiering for the hospital (includes daily bank deposit)
· Oversees Patient Accounting:
a. Billing to patients.
b. Insurance filing.
c. Medicare billing and logging.
d. Collection activities (including collection agency interactions)
· Monitoring of accounts receivable days (A/21 Report).
· Prepares, analyzes, and processes all third party managed care contracts.
· Oversees preparation and monitor quality assurance measurements for the business office.
· Oversees preparation and monitor yearly goals and objectives.
· Performs all hospital purchasing activities.
· Provides inventory management controls.
· Directs central supply activities
a. Instrument sterilization and tray preparation.
b. Patient supplies distribution.
· Oversee preparation and monitor quality assurance measurements and yearly goals and objectives.
· Works with the Chief Executive Officer on all financial activities:
a. Staffing requirements (FTE's); monitor by use of bi-weekly productivity reports.
b. Equipment acquisitions (feasibility studies, etc.)
c. Maintaining all hospital insurance programs.
d. Salary, wages and benefits program.
e. Analyzing and directing departmental financial activities.
f. Analyzing and directing overall hospital financial activities.
g. Coordinating all Board of Director's Finance Committee activities.
· Works with Administrative Team in developing policies, implementing programs and resolving problems relating to personnel activities.
· Functions as Chief Executive Officer during the absence of the Chief Executive Officer.
· Work with Assistant Administrator - Patient Services (and other department heads) on Finance-related activities.
· Supervises staff, including disseminates information, conducts evaluations, completes conflict resolutions, addresses staff satisfaction issues, and documents above actions.
· Displays proper etiquette and mannerisms that reflect the Service Standard Behavior Guidelines.
· Promotes the Patient Safety Standards as a core value of the organization.
Secondary Functions:
· Participates in departmental and hospitalwide informational meetings and inservices, including staff meetings, hospitalwide forums, and seminars.
· Reviews department and hospitalwide policies and procedures annually.
· All other duties as assigned.

· Decisions are made within prescribed operating guidelines, hospital policy constraints, and a broad interpretation of applicable laws and governmental guidelines.

Specific Job Skills & Mental Activities:
This position requires general management skills and operational knowledge of general office equipment, including: fax, printer, copy machine, phone systems, and computer programs (including MS Office, e-mail, and internet). This employee must be service oriented and have excellent customer service skills, program development skills, planning skills, leadership skills, supervisory skills, computer skills, communication skills, critical thinking skills, problem solving skills, organizational skills, multitasking skills, professional interpersonal skills, public speaking skills, time management skills, the ability to prioritize work, and telephone etiquette. This position requires self-direction, self-motivation, and a working knowledge of accounting theory and practice. Must read, write, speak, and understand English.
Education and/or Experience:
· High School diploma or equivalent (required).
· Bachelor of Science in Business Administration or equivalent (required - accounting emphasis is preferable).
· 3 years job-related training (required).
· 2-4 years previous managerial experience (required).
Physical Demands & Job Conditions:
Exert up to 20 lbs. of force occasionally, and/or up to 10 lbs. of force frequently, and/or a negligible amount of force constantly to move objects. Physical demands are in excess of those of Sedentary work. Light work usually requires walking or standing to a significant degree. Worker is exposed to substantial overtime, evening meetings, and extensive computer work.
Physical motions include finger dexterity, standing, walking, stooping, talking, reaching, feeling, sitting, bending, kneeling, grasping, listening/hearing, handling, lifting up to 10 pounds, and repetitive motions of the hands, wrists, and feet.
