Job Description:

Overview

To administer and implement the Multimodal Transportation Master Plan, update the Transportation Chapter of the Comprehensive Plan, analyze transportation and traffic data and oversee the City’s Traffic Calming Program. The incumbent will also provide advanced professional level planning and technical support to Department Director and City Engineer.

Essential Functions

  • Guides efforts to implement policies, programs and projects as outlined in the City's Transportation Master Plan.

  • Provides guidance on multimodal transportation planning efforts related to specific studies.

  • Supports the planning and design of projects to enhance the City's multimodal network.

  • Collaborates with downtown stakeholder groups for enhancement of alternative transportation planning programs.

  • Manages efforts to collect and analyze transportation and traffic data.

  • Prepares maps, graphics, and reports to support transportation planning initiatives.

  • Reviews plans/programs for compliance with City policies and sound planning.

  • Evaluates current and proposed transportation systems as well as previously approved transportation plans.

  • Participates in the annual formulation of the Capital Improvement Program.

  • Provides high level technical advice, analysis, and related support to the Director.

  • Serves as technical representative on various advisory committees as well as to other local, state, and federal agencies related to transportation planning.

  • Oversees professional technical services in support of transportation planning efforts.

  • Coordinates public involvement process for transportation planning, including regular interaction and communication with citizens, neighborhood and business associations, developers, City departments, advisory boards and elected officials. 

  • Summarizes complex technical issues and analysis for presentation to neighborhood and business associations and Planning Board and City Commission.

  • This position may require participation at some evening meetings.

  • The intent of this class description is to provide a representative summary of the types of duties and responsibilities that will be required of classifications given this title and shall not be construed as a declaration of the specific duties and responsibilities of any particular position.  Incumbent may be required to perform job-related tasks other than those specifically presented in this job description.

Minimum Qualifications

  • Master Degree in Architecture, Urban Planning, Engineering, Public Administration, Business Administration or related field,

  • Six (6) years of progressively responsible experience with at least four (4) years in an administrative or supervisory capacity in transportation planning;

  • A Bachelor Degree in Architecture, Urban Planning, Engineering, Public Administration, Business Administration or related field,

  • Seven (7) years of progressively responsible experience with at least three (3) years in an administrative or supervisory capacity in transportation planning,

  • Or the equivalent in education, training, and experience, which would provide the necessary knowledge, skills and abilities,

  • Certification by the American Institute of Certified Planners (AICP) is preferred,

  • Ability to maintain a valid State of Florida Driver's License is required.

Job Based Competencies

  • High level of expertise and experience in the transportation planning field; considering safety, sustainability, and efficiency issues in areas such as land use, infrastructure analysis, environmental compliance and corridor planning.

  • Firm understanding of concurrency and level-of-service; comprehensive technical background in multimodal transportation planning methodology and application of latest tools and research.

  • Ability to use statistical data to evaluate travel patterns or accident records.

  • Understanding of travel forecasting methodologies.

  • Thorough knowledge of municipal government, boards, councils, commissions and similar bodies and their functions related to municipal planning and other codes.

  • Thorough knowledge of the managerial, operational, administrative, political, environmental, and other issues pertaining to the City's municipal planning activities and related ordinances, regulations and requirements.

  • Ability to present ideas and findings clearly and concisely in oral, written and graphic form.

  • Ability to plan, direct and supervise the work of professional and technical employees.

  • Ability to make highly important oral presentations to the City Commission and other groups as required.

  • Knowledge of modern office procedures, practices, systems, equipment and software, including Microsoft Word, Excel, Access and PowerPoint and GIS.

  • Skill in use of transportation engineering software applications.

  • Skill in group facilitation and team leadership in an urban transportation planning environment.

  • Ability to work independently with minimum supervision.

  • Ability to communicate effectively and clearly both orally and in writing.

  • Ability to prepare succinct, coherent and technically accurate reports and analyses.

  • Ability to establish and maintain effective working relationships with subordinates, supervisors, other City departments/officials, government agencies, and the general public.

Responsibility

Under the direction of and responsible to the Department Head or designated representative. This is a supervisory position.

Physical Requirements

This is primarily sedentary work requiring limited physical effort.  Position requires visual acuity for reviewing, checking, preparing, and maintaining written and computer files.  Incumbent is required to have sufficient hearing ability to perceive information at normal spoken word levels.  Manual dexterity is required to operate standard office, data entry, and work processing equipment in performance of duties is required.

Public Contact

Contacts are an essential component of this position.  The incumbent interacts frequently with officials and employees of other City and County departments, vendors, contractors, the general public and members of community based groups.  Public interactions usually occur in response to inquiries about Planning Department activities, City planning programs or similar issues.  Contacts are for the purpose of obtaining and furnishing information, providing interpretations and explanations, responding to complaints, etc.
