General Overview
The Civil Engineer III is a senior-level professional responsible for leading the planning, design, permitting, and execution of municipal infrastructure projects. This position applies advanced engineering knowledge and professional judgment to manage projects, develop technical solutions, coordinate multidisciplinary teams, and support client relationships.
Working with a high degree of independence, the Civil Engineer III serves as a technical resource for project teams, mentors junior staff, and supports business development initiatives. This role plays a key part in delivering quality engineering services while contributing to the growth and success of the municipal practice.
This position reports directly to the Senior Engineer.
Essential Job Responsibilities
Engineering Design and Technical Leadership
- Lead the planning, design, and delivery of municipal infrastructure projects.
- Prepare and oversee engineering plans, specifications, reports, studies, and technical analyses.
- Perform advanced engineering calculations and evaluations.
- Design and manage projects involving roadways, stormwater systems, water distribution systems, wastewater collection systems, utility infrastructure, and public works improvements.
- Review and approve technical work prepared by engineering staff.
- Ensure compliance with applicable engineering standards, regulations, and industry best practices.
- Serve as Engineer of Record when applicable.
Project Management
- Manage projects from initiation through completion.
- Develop project scopes, schedules, budgets, and work plans.
- Monitor project performance and profitability.
- Coordinate project resources and technical staff.
- Identify and mitigate project risks.
- Ensure projects are delivered on time, within budget, and in accordance with client expectations.
- Lead project meetings and provide project status updates.
Client Relationship Management
- Serve as a primary point of contact for assigned clients.
- Develop and maintain strong client relationships.
- Identify opportunities to expand services with existing clients.
- Participate in client meetings, presentations, and project discussions.
- Respond to client concerns and provide technical recommendations.
Business Development Support
- Assist with proposal preparation and project pursuits.
- Support marketing and business development initiatives.
- Participate in networking and industry events.
- Identify potential opportunities with municipal and public-sector clients.
- Contribute to strategic growth initiatives within the practice area.
Construction Administration and Field Services
- Oversee construction administration activities.
- Review contractor submittals, change orders, RFIs, and project documentation.
- Conduct site visits and field evaluations as needed.
- Provide technical support during construction.
- Resolve complex field and design issues.
Quality Assurance and Risk Management
- Ensure compliance with company QA/QC standards and procedures.
- Perform technical reviews of project deliverables.
- Minimize project risk through thorough engineering review and oversight.
- Promote continuous improvement in engineering practices and project execution.
Mentoring and Leadership
- Mentor and develop Municipal/Civil Engineer I and II staff.
- Provide technical guidance and coaching.
- Support onboarding and professional development initiatives.
- Assist with workload planning and resource management.
- Promote a culture of accountability, collaboration, and technical excellence.
Skills/Knowledge
Advanced knowledge of municipal and civil engineering principles and practices.
Strong understanding of municipal infrastructure design and construction.
Expertise in engineering design standards, regulations, and permitting requirements.
Ability to independently manage projects and technical assignments.
Strong problem-solving and decision-making skills.
Strong written, verbal, and presentation skills.
Ability to manage multiple projects and priorities simultaneously.
Proficiency with AutoCAD Civil 3D and other engineering software platforms.
