Job Summary:

Performs responsible professional engineering and administrative work in planning and directing the activities of a major engineering division or bureau; directs the preparation of designs, plans, specifications, estimates, and reports; and performs other related duties as required.

Examples of Duties:

  • Plans and directs administrative and technical activities of the division;
  • Interprets policies, develops work programs, directs the preparation of budget estimates and cost control procedures;
  • Plans and directs the maintenance and operation of public works and waterworks projects;
  • Develops, recommends, and executes pertinent policies, standards, and procedures;
  • Establishes overall priorities for the various activities supervised;
  • Reviews and analyzes work progress and cost control reports;
  • Directs and coordinates the planning, surveying, designing, constructing, and inspecting of public works or waterworks projects;
  • Reviews and approves plans, estimates, specifications, and contract documents and inspects work in progress;
  • Confers with design engineers and contractors on construction problems, makes final inspections of completed work and collaborates with other engineers and architects on design problems;
  • Directs major long-range planning and research studies;
  • Participates in conferences with officials of other governmental agencies for purposes of coordinating activities of the division and represents the department before governmental and civic organizations to explain the purposes, objectives, and work programs of the department;
  • Consults and advises personnel on difficult problems;
  • Directs investigation of complaints involving the division and safety programs;
  • Prepares and directs the preparation of technical and administrative reports and correspondence;
  • Acts for the Deputy County Engineer in his/her absence; and
  • Performs other related duties as required.

Minimum Qualifications:

Training and Experience:

A combination of education and experience substantially equivalent to graduation from an accredited college or university with a baccalaureate degree in engineering; and

  • two (2) years of professional civil engineering work experience after licensure as a registered professional engineer; and

  • three (3) year of supervisory experience.

Qualifying Supervisory Work Experience:

Professional work experience which includes planning, directing, assigning, and reviewing the work of others; advising subordinates on difficult program areas; timing and scheduling subordinate work; and training and developing new employees.

License Requirement:

Possession of a valid license as a professional civil engineer in the State of Hawai‘i, and any other licenses or certificates as required of the position.
