What We Offer

The City and County of Denver offers a competitive salary commensurate with education and experience. The hiring range for this position is $90,000.00 - $100,000.00/year, based on experience and education.

We also offer generous benefits for full-time employees which includes but is not limited to:

Location

The Denver Clerk & Recorder’s office is located at 200 W. 14th Ave., immediately south of the City & County Building. Office hours are typically 8 a.m. to 5 p.m. Monday through Friday. Dependent on business needs, some roles have remote work and flexible schedule options with manager approval.

What You’ll Do

The Denver Clerk & Recorder (DCR) is seeking to hire a Communications & Community Engagement Specialist to develop and execute strategic communications and community outreach initiatives that advance the agency's mission. This role ensures consistent and values-aligned messaging and leverages data-informed strategies to expand community reach. The Specialist cultivates trust-based relationships with advisory board members, community partners, media representatives, and key stakeholders — delivering transparent, equity-centered public messaging to advance the agency’s work. Central to this role is the design and implementation of culturally responsive civic education programming and inclusive outreach strategies that elevate participation among historically underrepresented communities. The Specialist also oversees large-scale civic events from conception to execution and continuously strengthens program impact and community engagement.

Responsibilities

  • Contributes to the development and execution of the agency's strategic communications and community engagement plan in partnership with the Communications & Community Engagement Manager.
  • Produces compelling, equity-informed content — including reports, presentations, program curricula, brochures, and annual reports — synthesizing complex information into clear, accessible narratives that resonate with diverse audiences.
  • Ensures consistent and values-aligned messaging across all platforms. Advises data-driven social media strategies that amplify key initiatives, expand community reach, and leverage current industry trends to deepen civic engagement.
  • Cultivates strong, trust-based relationships with media representatives, community partners, and key stakeholders. Delivers timely, transparent, and equity-informed public messaging that upholds the agency's integrity and public trust.
  • Develops and implements inclusive, equity-centered outreach strategies that elevate civic participation among historically underrepresented communities.
  • Designs culturally responsive programming — including ballot parties, mock elections, and voter education workshops — while building strategic partnerships with City Council members, nonprofits, schools, and community leaders to advance citywide equity and inclusion goals.
  • Oversees end-to-end planning and execution of large-scale civic events and initiatives.
  • Implements data-driven tracking systems to monitor engagement metrics, evaluate program performance, and continuously refine outreach strategies for greater community impact.
  • Leads the agency’s external advisory committees to ensure strong support, effective advocacy, and ongoing feedback to strengthen DCR’s work.

  • Effectively anticipates emerging community needs, centers marginalized perspectives, and remains attuned to evolving social and civic trends
  • Committed to community-centered work, transparency, and partnership/collaboration
  • A strong communicator with strong written and verbal skills, empathy, and an awareness of inclusive language practices
  • Advances the mission of the Denver Clerk & Recorder through an equity lens and in service of all constituents
  • Proven ability to collaborate meaningfully within and across diverse, multidisciplinary teams
  • Skilled at managing multiple projects simultaneously with exceptional skills; ability to problem-solve, and a consistent commitment to meet internal deadlines
  • Proficient in Microsoft Office and the Adobe Creative Suite — including Photoshop, InDesign, and Illustrator — with the ability to leverage these tools in service of compelling, community-focused storytelling
  • Bilingual in English and Spanish preferred

Minimum Qualifications

  • Education requirement: Bachelor's Degree in Business Administration, Marketing, Communications or a related field.
  • Experience Requirement: Four (4) years of full performance, professional level experience performing marketing and/or public relations functions including research and analysis, developing public announcements and publications, and developing marketing and/or public relations strategies.
  • Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education.
  • Additional appropriate education may be substituted for the minimum experience requirements.
  • License/Certifications: Requires a valid Driver's License at the time of application.
  • Licenses and certifications must be kept current as a condition of employment.

Redeployment during Citywide Emergencies
