Job Description - Community Services Manager II

Community Services Manager II

Lead Programs That Change Lives Every Day

At
Access Community Care
, we believe that meaningful support creates meaningful lives. We are seeking a Director of Community Services who is passionate about leading teams, building strong systems, and ensuring adults with Intellectual and Developmental Disabilities (IDD) receive high-quality, person-centered support.

This is a leadership role for someone who can balance big-picture program development with hands-on operational oversight, while keeping people—not paperwork—at the center of every decision.

If you are a collaborative leader who thrives in mission-driven work and wants to directly impact the quality of services in your community, this role offers purpose, autonomy, and the opportunity to build something meaningful.

What Makes This Role Unique

This position oversees both the ADL and DSA programs, guiding their growth, structure, compliance, and day-to-day excellence. You will play a key role in shaping how services are delivered, improving systems, supporting staff, and ensuring individuals we serve are receiving consistent, dignified, and empowering care.

You are not just managing programs—you are helping people live fuller, more independent lives.

Key Responsibilities

  • Lead and oversee daily operations of the ADL and DSA departments

  • Develop, grow, and strengthen program services and staff engagement

  • Ensure compliance with OARs, ODD guidelines, and all regulatory requirements

  • Monitor budgets, forecasting, and financial performance for both departments

  • Support recruitment, onboarding, and retention of staff

  • Provide coaching, supervision, and leadership development for teams

  • Review incident reports and conduct or oversee investigations as needed

  • Maintain accurate documentation systems and reporting processes

  • Ensure training compliance for all staff with state/federal requirements

  • Oversee client intake, referrals, and program admissions

  • Support resolution of staff and client concerns in partnership with HR

  • Strengthen data systems, tracking tools, and operational workflows

  • Provide regular updates and reporting to executive leadership

  • Foster a culture of accountability, respect, and teamwork

  • Ensure individuals served are supported in achieving their personal goals

  • Complete required leadership development training annually

What We’re Looking For

  • Bachelor’s degree preferred or equivalent experience in a related field

  • Minimum 2+ years of leadership or management experience

  • Experience in intellectual/developmental disability services strongly preferred

  • Strong understanding (or willingness to learn) of Oregon OARs and service regulations

  • Excellent critical thinking, organization, and problem-solving skills

  • Strong communication skills with ability to lead diverse teams

  • Proficiency with Microsoft Excel, Word, and Google Workspace

  • Ability to manage multiple priorities in a fast-paced environment

  • Valid driver’s license, reliable transportation, and clean driving record

  • Must pass background checks as required by regulation

  • Ability to meet physical demands of the role as needed

  • Bilingual (English/Spanish) preferred but not required

Why Join Access Community Care?

At ACC, leadership is not just about oversight—it’s about impact, relationships, and purpose-driven service. You will join a team that is committed to inclusion, dignity, and helping individuals with IDD live meaningful lives in their communities.

We value leaders who are:

  • Hands-on when needed

  • Compassionate in decision-making

  • Strong in structure and accountability

  • Driven by service, not just process

Compensation & Benefits

  • Annual Salary: $52,000 – $55,120

  • Paid Training & Leadership Development (24 hours annually required and supported)

  • Paid Time Off & Paid Holidays

  • Comprehensive Insurance Options

  • Retirement Planning Options

  • Employee Assistance Program (EAP)

  • Mileage Reimbursement

  • Growth opportunities within a developing organization

While this role is not the highest paying leadership position in the market, it offers something different: the opportunity to directly shape programs that improve lives every day while building systems that matter.

Schedule & Work Environment

  • Full-time position

  • Combination of office-based and field-based responsibilities

  • Beaverton, Oregon area and surrounding service locations

  • Requires flexibility based on program and client needs
