Location: Asheville, NC. This is primarily an on-site and field-based opportunity, with in-person work preferred because of the hands-on nature of construction administration and project site responsibilities.
Note: Candidates must have a bachelor's degree in Construction Management or Engineering, 4+ years of municipal utility experience involving water projects, and 4+ years of construction management or construction administration experience.

Job Description
- Lead construction administration activities for municipal utility and civil infrastructure projects from construction startup through closeout.
- Monitor construction work for compliance with project plans, specifications, contracts, schedules, and quality requirements.
- Coordinate communication among clients, contractors, engineers, consultants, and internal project teams.
- Lead and document construction progress meetings and help keep projects moving according to schedule.
- Review and track RFIs, shop drawings, contractor submittals, payment applications, and change order considerations.
- Conduct project site visits and prepare accurate, complete construction observation reports.
- Review construction plans, specifications, quantities, costs, and contract documentation.
- Support constructability reviews, quality control procedures, project documentation, and final closeout activities.
- Manage multiple active construction projects while maintaining strong organization, communication, and follow-through.
Qualifications
- Bachelor's degree in Construction Management, Civil Engineering, or another applicable engineering discipline required.
- 4+ years of municipal utility experience with water infrastructure projects required.
- 4+ years of construction management or construction administration experience required.
- Strong ability to read and interpret construction plans, specifications, and contract documents.
- Experience with RFIs, submittals, contractor payment applications, project documentation, and construction progress tracking.
- Strong organizational, written communication, mathematical, and time management skills.
- Proficiency with Microsoft Word, Excel, Outlook, and Adobe.
- Valid driver's license required.
