Numunu is a tribally owned, Oklahoma-based SBA 8(a) certified general contractor specializing in U.S. Government Design-Build and Design-Bid-Build construction projects. Our mission is to deliver high-quality construction services safely, on schedule, and within budget while creating career opportunities and economic growth for the Tribe.

We are seeking an experienced Construction Project Manager to oversee multiple federal construction projects from preconstruction through closeout. The successful candidate will be responsible for project planning, estimating, budgeting, scheduling, subcontractor management, client communication, financial performance, and overall project execution while maintaining the highest standards of safety, quality, and contract compliance.

Position Summary

The Construction Project Manager serves as the primary point of contact between Numunu and federal government clients, ensuring successful delivery of Design-Build and Design-Bid-Build projects. This role provides leadership throughout every phase of construction, including estimating, procurement, scheduling, contract administration, financial reporting, safety management, quality control coordination, and project closeout.

The ideal candidate has extensive experience managing federal construction projects, strong leadership skills, and the ability to successfully coordinate owners, subcontractors, architects, engineers, and internal project teams.

Key Responsibilities

  • Serve as the primary point of contact between Numunu and Government representatives.
  • Lead all operational aspects of assigned projects, including budget, schedule, technical performance, quality, safety, personnel, subcontractors, and contract compliance.
  • Develop project execution plans, work plans, staffing plans, resource plans, schedules, and project estimates.
  • Prepare detailed quantity takeoffs, competitive cost estimates, and proposal packages.
  • Develop, maintain, and update cost-loaded Critical Path Method (CPM) schedules in accordance with contract requirements.
  • Coordinate Design-Build activities with Architectural and Engineering (A/E) firms throughout design and construction.
  • Procure and negotiate subcontractor and vendor agreements while maintaining strong industry relationships.
  • Manage subcontractors to ensure work is completed safely, on schedule, within budget, and according to project specifications.
  • Conduct project meetings, monitor progress, identify risks, and implement corrective actions as necessary.
  • Coordinate daily with project superintendents, quality control personnel, safety staff, and field teams.
  • Support project Quality Control and Safety programs, ensuring compliance with company policies and federal contract requirements.
  • Develop and maintain project-specific Safety Programs and Accident Prevention Plans.
  • Monitor project financial performance, including budgeting, forecasting, cost reporting, profit and loss, change management, and revenue targets.
  • Prepare regular reports for senior leadership covering project status, financials, staffing, schedules, safety, risk management, and contract performance.
  • Manage owner billing, progress payments, subcontractor pay applications, and project documentation.
  • Maintain positive customer relationships while proactively resolving project concerns.
  • Support business development efforts by participating in estimating, proposal development, pre-bid meetings, and identifying future opportunities.
  • Oversee project closeout activities, including final documentation, warranties, punch lists, and turnover.
  • Mentor and develop project personnel through leadership, coaching, and performance evaluations.
  • Ensure all business activities are conducted ethically, legally, and in compliance with federal regulations, contract requirements, and company policies.
  • Perform other duties as assigned.

Requirements

 Required Qualifications

  • Minimum of 5 years of experience as a Construction Project Manager or similar position managing vertical and horizontal construction projects.
  • Experience managing Design-Build and/or Design-Bid-Build construction projects.
  • Government construction experience with agencies such as USACE, NAVFAC, GSA, USDA, EPA, DoD, U.S. Air Force, or similar federal organizations.
  • Experience preparing quantity takeoffs, cost estimates, project schedules, and subcontractor management plans.

  • Intermediate proficiency with Microsoft Office (Word, Excel, Outlook, Teams, and PowerPoint).
  • Proficiency with Adobe Acrobat and electronic document management.
  • Valid driver's license with acceptable driving record.
  • Ability to travel to project sites and attend pre-bid meetings.
  • Ability to pass required background investigations and drug screenings.
  • Ability to read, write, and communicate effectively in English.
  • U.S. Citizenship required.

 Preferred Qualifications

  • Bachelor's degree in Construction Management, Engineering, Architecture, Business Administration, Civil Engineering, Structural Engineering, or a related field.
  • Eight (8) or more years of construction project management experience.
  • Experience managing federal or military construction projects.
  • Working knowledge of Federal Acquisition Regulations (FAR).
  • Experience using:

       - Primavera P6

       - Procore

       - Microsoft Project

       - RSMeans Online

       - e4Clicks

       - Gordian

       - Bluebeam Revu

       - RMS (Resident Management System)

       - SABER

       - MATOC contract administration systems

  • Experience developing and maintaining cost-loaded CPM schedules.
  • Familiarity with USACE EM 385-1-1 Safety and Health Requirements Manual.
  • Experience working for an SBA 8(a) contractor.
  • Ability to obtain and maintain a U.S. Government Security Clearance (up to Top Secret preferred).
