What You'll Do


  • Plans and oversees the construction of new or expanded facilities at Nuclear Facility.

  • Monitors project status, prepares progress reports, conducts progress meetings with subcontractors, initiates change requests and contract modifications; perform inspections, reviews technical documents, and keeps Configuration Management, Supply Chain Management, and Project Management supervision informed.

  • Plans, organizes, coordinates, and controls small projects in accordance with the established policies, procedures, systems, and requirements; interface between project team, customers, subcontractors, and support organizations to achieve performance objectives.

  • Fulfill role of Subcontract Technical Representative (STR) responsible for assuring subcontractor performance and delivery in full compliance with the subcontract agreement and requirements.

  • Executes the detailed design, monitors project budget, reviews and approves subcontractor invoicing, and conducts final acceptance of construction subcontracts.

  • Performs verification of work in progress to ensure requirements of safety, security, quality (technical drawings and specifications), environmental control, workmanship and schedule are met.

  • Assists preparing procedures, administrative, and technical documents and subcontract packages; oversee and report activities and performance of subcontractor as measured against the subcontract requirements, commitments, submittals (drawings, data sheets, test plans, etc.), and regulatory flow down.

  • May interface with Design/Field Engineering on material specification questions, Estimating and Construction personnel on level of detail required for material takeoffs, Expediters and Buyers to identify critical materials and obtain updated delivery information and receiving to ensure that material clears quickly when received and delivered to the appropriate site location.

  • Responsible for field engineering interfaces, field problem documentation/resolution with appropriate formal documentation; work with Design/Field Engineer or Subcontract Technical Representative during the planning stage of projects to identify long lead procurement items and obtaining approval of material substitutions from Design/Engineering.

  • Performs or assists with submittal review and approval, and with tracking submittal status.

  • Oversees construction work for compliance with drawings and specifications.

  • Maintains direct relationship with Construction Management (CM), Quality, Project Management (PM), and Supply Chain Management (SCM) to execute the scope of work.

  • Provides constructability input via the Construction Design Integration (CDI) process, and influence project planning for success early in the project life cycle.

  • Responsible for field engineering interfaces, field problem documentation/resolution with appropriate formal documentation.

  • Oversee and report (daily report) activities and performance of subcontractor as measured against the subcontract requirements, commitments, submittals and regulatory flow down.

  • May perform or assist with submittal review and approval, and with tracking submittal status.

  • Provides technical support in all phases of construction execution team formation and project execution, testing/inspection, and closeout.

  • Maintains records of installed quantities and completed construction work. Prepares progress reports, conducts progress meetings with subcontractors, and keeps supervisors and Construction Management, Supply Chain Management and Project Management informed of assigned work, through Daily Report/Log.

  • Participates in obtaining all required permits/clearances, lockouts, logistics, Security Escorts, access badges, incident reports/ investigations, approval of invoices and work authorizations.

  • Establishes and maintains a document file and generates a daily report/log. Assists in the preparation of procedures, subcontract packages, and technical documents.

  • Prepares purchase requisitions for materials and services.

  • Transmits completed files to SCM and/or Project Records as necessary, upon work completion.

Minimum Job Requirements


  • Bachelor’s degree with a minimum of 4 years of relevant experience. Typical experience ranging from 7 to 10 years.

  • Or Master’s degree with a minimum of 3 years of relevant experience. Typical experience ranging from 7 to 10 years.

  • Or PhD

  • Applicants without a bachelor's degree may be considered based on a combination of 12 or more years of completed education and/or relevant experience.

Preferred Job Requirements


  • Preferred candidates will have a degree in engineering, construction or technical field and at least 4 years of experience in construction and subcontractor oversight. Preferred candidates will also have a minimum of 4 years’ experience using Construction Management procedures, as well as relevant construction employment on Department of Energy (DOE)/Department of War (DOW) nuclear facility projects, Field/Construction Engineer or Subcontract Technical Representative (STR).

  • Experience with environmental and safety oversight is preferred.

  • International Code Council (ICC) Certification per International Building Code.

  • Basic professional level nuclear facility construction knowledge and construction experience applying technical principles, theories, professional competencies, and application of techniques of job specialty.

  • Learning to apply knowledge in solving a wider range of complex technical problems.

  • Technical education and some related experience applying these competencies is sufficient to complete most assignments.

  • Working knowledge of construction engineering practices in multi-discipline nuclear facility construction operations.

  • Knowledge of general contractor oversight technique and processes for nuclear facility construction.

  • Knowledge of industry and regulatory standards and design process for Engineering/Construction Projects.

  • Working knowledge of Quality Assurance/Quality Control principles and American Society of Mechanical Engineers Nuclear Quality Assurance Level One (ASME NQA-1).

  • Ability to work in dynamic team environment at a high consequence facility under general supervision.

  • Competent in oral and written communication.

  • Have the ability to understand contract requirements and effectively assure the requirements are fully met.

  • Familiarity with Project Controls processes.

  • Ability to write Technical Evaluations and experience in writing Statements of Work documents for subcontract packages.

  • Demonstrated ability to collaborate effectively within a team environment to meet project objectives.

  • Must have effective oral/written communication skills and be able to interact effectively with all levels of personnel and management.

  • Must have organizational skills to manage all documentation and interfaces associated with effective construction management.

  • Knowledge of single or multi-discipline construction operations and processes is required. Knowledge of organized Construction Labor and Building Trades relationships.

  • Advanced level knowledge and experience in a technical function plus the ability to manage projects. Knowledge of a wide range of principles, theories, professional competencies, and work methods (plus knowledge of other job specialties and functions). Significant experience applying and demonstrating competencies and leading technical projects.

  • Requires a Q clearance; however, all qualified candidates will be considered regardless of their current clearance status. The ability to obtain and maintain a Department of Energy Q clearance is required.

  • Position may require entry into Materials Access Areas (MAA) and participation in the Human Reliability Program (HRP). If HRP is required, candidate must complete a counterintelligence-scope polygraph, pursuant to 10 Code of Federal Regulations (CFR) 709.
