Job Description - Construction Surveillance Technician (TS/SCI w/ CI Poly)


Position Overview
The Construction Surveillance Technician (CST) supports construction security operations within a cleared environment by monitoring site activities, analyzing construction designs, and identifying potential security vulnerabilities. This role operates on an active construction site and requires the ability to read and interpret blueprints, apply knowledge of surveillance detection principles, and document findings. The CST is responsible for maintaining continuous observation of construction processes and ensuring adherence to security requirements.


Key Responsibilities: 

  • Operate inspection and surveillance equipment
  • Utilize knowledge of construction disciplines, including civil, architectural, mechanical, electrical, and electronic engineering
  • Read and analyze construction designs and blueprints to determine intended use
  • Analyze structural designs and complexities that may conceal unintended or unauthorized purposes
  • Apply knowledge of Technical Surveillance Countermeasures (TSCM) and surveillance detection principles
  • Write detailed reports in English documenting findings, issues, and security situations
  • Maintain daily logs during assigned shifts

Required Qualifications
  • Clearance: Active TS/SCI with CI Polygraph required
  • Citizenship: U.S. Citizen
  • Age Requirement: 21 years or older *Note this is a government, not a company, requirement
  • High school diploma or GED equivalent
Required Experience
  • Minimum five (5) years of experience in at least one of the following areas:
    • Construction security surveillance
    • Technical surveillance countermeasures
    • Industrial or government security involving counterintelligence
    • Construction quality assurance
    • Supervisory construction experience
  • Experience using alarm systems, metal detectors, x-ray devices, and closed-circuit television systems

  • Ability to read and interpret construction drawings and blueprints
  • Ability to analyze designs and structural complexities
  • Knowledge of construction disciplines (civil, architectural, mechanical, electrical, electronic engineering)
  • Knowledge of Technical Surveillance Countermeasures (TSCM)
  • Familiarity with IC Tech Spec, Version 1.5.1 for ICD/ICS 705
  • Ability to communicate effectively in English and produce written reports and analyses

 
Physical Requirements
  • Must be able to sit, stand, walk, bend, and move throughout secure facilities for extended periods of time
  • Position may require occasional lifting and/or movement of moderate amounts of weight, depending on assignment requirements

 
Preferred Qualifications
  • Active CST certification (preferred)
  • Prior experience with NRO or NSA within the past 12–18 months for crossover suitability


Work Schedule & Conditions
  • Standard Schedule: Monday–Friday
  • Guaranteed Hours: 40 hours per week
  • Overtime Hours: Some overtime available

Compensation& Benefits
  • Local Rate: $ 56.00 per hour
  • TDY Rate: $ 40.00 per hour + daily non-taxable per diem
  • OT Rate: $ 60.00 per hour (for hours worked over 40/week)
  • Per Diem Rates:
    • Meals & Incidentals (MI&E): $ 68.00 per day
    • Lodging: $ 100.00 per day
  • Eligibility Note:
    • Candidates within 50 miles of worksite are considered local and are not eligible for per diem
    • Candidates outside 50 miles are considered TDY
  • Additional Compensation: Mileage reimbursement from home of record at $0.72 per mil
  • Benefits: Health, 401(k), PTO & Sick Leave, Paid Holidays
    * Benefits transfer between contracts as an IDS employee

Travel & Deployment
  • IDS will provide flights to the site from candidate’s home of record if they choose not to drive
  • Driving is reimbursed for fuel only during initial transition to site
  • Mileage, rental car, and hotel reimbursement are not authorized
  • Per diem (MI&E and lodging) applies during transition to project site
