Contracts Specialist - Full Time


Shift: 8:00am - 5:00pm


Job Description: 


PATIENT POPULATION:
The patient population served can be all patients, including geriatric, adult, adolescent, pediatric, and newborn. This also includes services which affect facility staff, physicians, visitors, vendors and the general public.

POSITION SUMMARY:
Under the supervision of the department leadership, the Contract Specialist provides project management for coordinating and managing the contract management system. This position is also responsible for ensuring proper flow, timeliness, and execution of the District's contracts. This position will be responsible for the tracking, renewal, and quaility of the District's contracts. Additionally this position will initiate and execute contracts on behalf of the District. This position is also responsible for management of all medical office building leasing activities and oversight of contractual activities, including but not limited to, negotiations of service or purchasing agreements and ancillary agreements.


Must be able to work normal/scheduled working hours to include Holidays, call-backs, weeknights, weekends, and on-call. Agrees to participate, as directed, in emergencies and community disasters during scheduled and unscheduled hours. As a designated disaster service worker you are required to assist in times of need pursuant to the California Emergency Services Act.

Your position has been defined as exempt (Exempt employees are paid on a salary basis as their duties may include more complex tasks that require them to work inconsistent or longer hours on a weekly basis. Exempt salaried employees also may be obligated to work as many hours as required to fulfill their responsibilities.) therefore you may have the ability to work remote as long as your VP has given prior approval. In the event remote work is required 100% of the time or for a defined period of time for a medical accommodation, a full telework agreement must be completed and approved by both your VP and the President/CEO before remote work begins.

EDUCATION/TRAINING/EXPERIENCE:

Must possess a Bachelor’s degree with an emphasis in Accounting, Finance, Business or Healthcare Administration and five (5) years of contract writting-related experience. Must have the ability to perform service line analysis as well as project proformas. Makes judgments, coordinates project teams, and takes reasonable action required to accomplish project objectives with minimal direct supervision. Requires significant capacity to manage multiple competing objectives and to communicate complex technical information in understandable terms to management and other personnel of Sierra View Medical Center.


Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence if required. Effective oral and written communications are integral to the position. Must posses the ability to communicate professionally and collegialy with internal and external stakeholders.


Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, and percentages if required.


Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.


To perform this job successfully, an individual should have knowledge of Meditech HIS systems is a plus. Knowledge of the Microsoft Office Suite (Excel, Word, and Access) is required.

Responsibilities and Essential Functions:
*Indicates Essential Function

1 * Ensures the proper interpretation, implementation, and oversight of contractual activities, including but not limited to, negotiations of service or purchasing agreements and ancillary agreements.
2 * Ensures appropriate changes in contracts/agreements are properly documented, implemented, and communicated by coordinating the maintenance of the contract data bases, and ensuring the applicable departments receive related copies outlining their responsibilities.
3 * Actively engages in research related to fair market values related to the District's contracts to ensure high quality and cost effective soulutions are sought out.
4 Actively seeks out on-going educational activities to ensure up-to-date contract knowledge and reduced exposure risk.
5 * Actively participates in achieving and maintaining department compliance with all state, federal and third party regulatory agency standards. Is accountable for maintaining your department at “Survey Ready” status at all times.
6 * Initiates and executes contracts on behalf of the District. Including the ovedrsight of the medical office building leasing activities.
7 * Runs the Contract Committee ensuring each contract is reviewed and that needed ammendments are created timely, as indicated by the relevant stake-holders.
8 Ensures the highest quality customer service to patients, visitors, physicians and co-workers through positive, courteous interactions and compliance with applicable customer service performance standards.
9 * Seeks opportunities and develops strategies for improving hospital financial performance through contractual oversight and relationships.
10 * Works with the VP to perform reviews of contracts related to physicians to ensure standardization and equity
11 * Perfoms necessary audits on invoice and time card submissions that are contractually linked prior to payment being approved
12 Develops and motivates personnel in order to increase their contribution to the department’s effectiveness and efficiencies.
13 Where applicable, assures compliance with hospital policy, regulatory and statutory standards, Title 22, Joint Commission, Medicare and Medi-Cal regulations.
14 Adheres to performance evaluation guidelines through participation in the appraisal and goal setting process and by assuming responsibility for meeting agreed upon performance objectives.
