Job Description:
JOB SUMMARY
The Corrections Captain is responsible for the overall management of all uniformed security staff, with direct oversight of the corrections lieutenants.
The incumbent will assist in the development and implementation of policies, procedures and regulations for custody, security and/or treatment of inmates.
The position will be responsible for conducting inspection tours to ensure compliance with all security, safety, sanitation, contraband, fire and/or other facility regulations, policies and procedures.
Daily responsibilities include but are not limited to, timekeeping, attendance, and complete oversight of disciplinary actions for all security personnel.
The incumbent will assume full responsibility for the institution in the absence of superiors during an assigned shift, holiday and/or weekend duty coverage.
REPORTING RELATIONSHIPS
Reports directly to the Deputy Warden of Operations. Supervises the security lieutenants.
ESSENTIAL JOB FUNCTIONS
Serve as the institution’s administrative representative in the absence of Prison Administration.
Act as On-Call Administrator on a rotational basis.
Draft and provide input for operational policies, procedures, and directives to ensure compliance with Pennsylvania Code Title 37 and other applicable standards.
Review and recommend updates to security-related Standard Operating Policies to maintain compliance with local, state, and federal mandates.
Conduct regular inspections and visual surveillance of persons, vehicles, buildings, and outdoor areas to ensure compliance with security, safety, sanitation, contraband, and fire regulations.
Physically check doors, windows, gates, and other secured areas for proper security.
Develop and maintain accountability systems for all security-related assets.
Oversee security operations in coordination with the Deputy Warden of Operations and through delegation to corrections lieutenants.
Provide oversight for emergency response teams (FERT and CERT), including equipment, training, and activation as needed.
Exercise full supervisory responsibilities for direct reports, including scheduling, time and attendance, evaluations, and disciplinary actions.
Manage union-related processes such as shift bidding, seniority lists, and day-off openings.
Serve as approving authority for attendance-related disciplinary actions, performance improvement plans, and employee evaluations.
Respond to Step 1 grievances and informal resolutions in accordance with the Collective Bargaining Agreement (CBA) and County policy.
Coordinate with Human Resources on employee conferences and participate as a board member for administrative-level conferences. Develop and issue administrative-level employee conference notices in accordance with the CBA.
Ensure compliance with Title 37, CBA, and all applicable County and Prison policies.
Maintain accurate records and statistical reports in accordance with retention requirements.
Track shift complements and recommend adjustments as necessary.
Coordinate with the business department to ensure payroll accuracy in the HRMS system.
Monitor and approve holiday and leave requests in compliance with policy.
Provide oversight of the Training Department, focusing on staff development, curriculum planning, and instruction.
Schedule and conduct supervisory meetings and facilitate leadership training.
Conduct thorough investigations into allegations of policy or procedure violations.
Ensure timely and comprehensive resolution of security-related inmate grievances.
Assist with budget planning related to security needs and equipment.
Perform other duties as assigned by a Deputy Warden or Warden.
OTHER SPECIFIC TASKS OR DUTIES
Responsible for the oversight of performance evaluations for the security staff, to include tracking, guidance, accuracy and timely submission.
Work closely with Federal, state, county, and local law enforcement agencies.
Attend meetings and mandatory training as required.
Provide statistical and operational data for the Prison Board and comp stat public presentations.
Conduct quarterly key inventories in the main key armory.
MINIMUM QUALIFICATIONS
Associate's degree from accredited college or university or at least sixty (60) college credits in a field related to corrections; or
Six (6) years experience in corrections with at least four (4) years of supervisory and leadership experience in roles of increasing responsibility; or
Any equivalent combination of education, experience and training that provides the required knowledge, skills and ability to perform the essential functions of this job.
Pre-Employment qualification: Successfully complete Agility, Educational, and Psychological Testing unless the applicant currently holds the supervisory rank of Sergeant or Lieutenant at the Lancaster County Prison. Or a current Correctional Officer who holds a position at the Lancaster County Prison.
Must have, or be willing to receive, certification in OC, Axon Camera, Taser use, and any other equipment required to be used in a supervisory capacity. All to be carried on a daily basis.
KNOWLEDGE, SKILLS AND ABILITIES
Working knowledge of Collective Bargaining Agreements.
Knowledge of various computer software programs to include Microsoft
Knowledge of PeopleSoft and Prison policy preferred
Knowledge of County Policy and Procedure preferred
Skills in interpersonal communications and time management
Ability to work in a highly stressful environment and effectively meet deadlines
Ability to comprehend and apply concepts for enhancement and efficiency of department and general operations.
Ability to communicate effectively in writing and verbally.
Ability to work with confidential information.
Must be highly skilled in analytical ability and organization

PREA Background Check
Valid PA Driver's License
Clean criminal background and Childline check
Clean drug screening
Clean driving record
CPR Certification or willingness to complete
Firearms qualified
DOC Firearms Instructor Certification or willingness to complete
Other licenses, certifications/training as deemed necessary by Administration
PHYSICAL REQUIREMENTS/WORK ENVIRONMENT

Works indoors or outdoors in climate controlled or non-climate controlled environments
Works with average indoor exposure to noise, stress and frequent disruptions.
Normal indoor exposure to dirt/dust.
Will have contact with inmate population
This position has been identified as having the potential for exposure to Hepatitis B. Access to training and a voluntary vaccination against Hepatitis B is provided
