SUMMARY 
Manages the Brazos County Health District (BCHD); reviews and provides input on BCHD policies and procedures and goals and objectives, and ensures staff compliance with policies and procedures; conducts supervisor meetings; and coordinates training opportunities for supervisors and staff.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

1. Manages the Brazos County Health District (BCHD), including the Community Health, Environmental Health, Health Promotion, Laboratory, and Public Health Emergency Preparedness (PHEP) divisions;

2. Reviews and provides input on BCHD and division policies and procedures and goals and objectives, and ensures staff compliance with policies and procedures;

3.  Oversees fiscal aspects of the BCHD, including preparing annual budget and performing collaborative work with the outside auditors/accountants;

4.  Oversees preparation of all fiscal reports and grant activity, and reviews and authorizes fiscal expenditures, ensuring contract compliance;

5. Conducts supervisor (division director) meetings and coordinates training opportunities for supervisors and staff;

6. Receives and responds to all district’s’ administrative mail/correspondence, and performs various administrative duties;

7. Completes reports, projects, surveys, grants, etc., that are not required of a division, but which are needed;

8. Compiles and produces statistical reports, and prepares agenda items for the Brazos County Board of Health;

9.  Represents BCHD at various agency gatherings, advisory boards, associations, meetings, etc.; and

10.  Responds to and arbitrates conflicts and complaints among internal staff, citizens, and patients.

11. Complies with policies and procedures delineated in the current “Employee Handbook and Personnel Policies of Brazos County, Texas” and department supplements;


SUPERVISORY RESPONSIBILITIES 
Supervises BCHD division manager and the Health Management Coordinator, including assigning and reviewing work, conducting performance evaluations, and recommending and executing personnel actions.

QUALIFICATIONS

EDUCATION and/or EXPERIENCE 
Master’s degree in Public Health or Health Care Administration required; MD or PhD in relevant field preferred; plus ten years of personnel management; or any equivalent combination of education and experience which provides the required knowledge, skills, and abilities.

KNOWLEDGE OF 
Supervisory techniques; budgetary techniques; public health general administration; personnel policies and procedures; standard office practices; basic fiscal management.

SKILL/ABILITY TO 
Supervise, train, motivate, and evaluate the performance of employees; establish and maintain effective working relationships with county employees, city employees, representative of federal, state, and local agencies, and the general public; communicate effectively, both orally and in writing; operate standard word processing and spreadsheet software; read, interpret, and develop standard policies and procedures; review and interpret statistical data.

CERTIFICATES, LICENSES, REGISTRATIONS 
Valid Texas Driver’s License and dependable vehicle.

The noise level in the work environment is usually moderate.  Employee must frequently perform multiple tasks simultaneously, work closely with others as part of a team, and work under time pressures.  The employee may face possible exposure to diseases and illnesses.  This job requires some travel and fieldwork.
