Job Description - EHS Analyst -Air

Incorporated in 1948, Old Dominion Electric Cooperative (ODEC) provides reliable, cost-effective, environmentally balanced, wholesale electric services to our 11-member distribution cooperatives in Virginia, Maryland and Delaware. Our core business is generating, purchasing and delivering electricity to our members. ODEC is a not-for-profit generation and transmission cooperative that operates for the benefit of our members, who are our owners. Our home office is located in Glen Allen, Virginia.


Purpose of Job:


The Environmental, Health & Safety (EH&S) Analyst – Air will work out of ODEC’s Glen Allen, VA office. The EH&S Analyst – Air is responsible for managing ODEC’s impact on air quality through regulatory compliance, technical monitoring, and environmental permitting. This role ensures adherence to federal, state, and local environmental regulations—particularly under the Clean Air Act—while supporting operational teams through technical guidance, data analysis, and compliance assurance.


The position also plays a key role in interpreting regulatory changes, coordinating with agencies, and supporting the development of environmentally compliant generation and transmission projects.


Essential responsibilities include:



  • Ensure compliance with environmental, health, and safety (EH&S) regulations, including air, water, waste, chemical storage, and occupational safety requirements.

  • Obtain and manage EH&S permits, licenses, and certifications for generation and transmission facilities, including application preparation, regulatory coordination, and public representation.

  • Routine quality assurance and validation of the Continuous Emissions Monitoring Systems (CEMS) data for operating plants, including preparation of internal and regulatory reports.

  • Coordinate compliance activities between regulatory agencies and operations staff, including preparing reports, procedures, and regulatory submissions.

  • Conduct EH&S audits, inspections, and compliance reviews; document findings and provide recommendations.

  • Interpret and evaluate proposed and existing EH&S regulations; provide guidance and recommendations to internal stakeholders.

  • Support emissions allowance tracking and ensure compliance with federal, regional, and state programs.

  • Provide technical support to operations related to emissions monitoring, Data Acquisition and Handling System (DAHS).

  • Assist in developing RFPs and managing consultants and contractor engagements.

  • Perform or coordinate EH&S field studies and provide training to staff as needed.

  • Identify and evaluate potential sites for electric generation and transmission facilities.

  • Perform additional EH&S-related duties as assigned.


Work Experience



  • Minimum 5 years of environmental, health, and safety (EH&S) experience.

  • Minimum 6 months of experience in environmental permitting and/or compliance.

  • Demonstrated experience with Clean Air Act requirements.


Critical Knowledge, Skills, and Abilities:



  • Working knowledge of the Clean Air Act and applicable federal, state, and regional air regulations..

  • Understanding of emissions inventories, monitoring systems, recordkeeping, and reporting requirements.

  • Knowledge of Continuous Emissions Monitoring Systems (CEMS) and data acquisition handling systems.

  • Ability to interpret environmental regulations, including:

    • Clean Air Act

    • Clean Water Act

    • Resource Conservation and Recovery Act (RCRA)

    • Department of Transportation hazardous materials regulations

    • Occupational Safety and Health Act (OSHA)



  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).

  • Strong written and verbal communication skills, including the ability to present technical information effectively.

  • Highly organized, self-motivated, and able to manage multiple priorities under tight deadlines.


Preferred Knowledge, Skills, and Abilities:



  • Experience working with regulatory agencies and participating in public hearings or compliance discussions.

  • Experience supporting emissions allowance markets or environmental credit tracking.

  • Familiarity with environmental compliance databases and reporting systems.

  • Experience working in electric generation, utilities, or energy-related industries.


 Education: A bachelor's degree in a related field of occupational safety and health, business, or engineering discipline is required or an equivalent combination of education and experience. 


Travel details: Travel is required for this position, including visits to operational sites, regulatory meetings, and field studies.


Working Conditions and Physical Demands: 



  • Ability to enter data using hand-eye coordination and look at a computer monitor for long periods of time.

  • Interact effectively with others through oral communication in person, over the phone, and via video chat, and in writing via email, text, and Microsoft Teams chat.

  • Work full days (8 hours) in an office environment and work weekends during peak periods.
