Job Description - EHS Coordinator - USC Hockley, LLC

Job Summary:


The EHS Coordinator provides leadership for the site safety culture by developing, reviewing, and enforcing EHS programs that support a safe and healthy workplace and ensure compliance with MSHA requirements and applicable state and local regulations. Key accountabilities include hazard identification and risk reduction through routine site inspections; management of MSHA training and related records; facilitation of MSHA inspections; incident/accident investigations; and implementation of corrective and preventive actions. The role also guides, coaches, mentors, and evaluates employees and participates in mine rescue training and response activities, as applicable.


Key Responsibilities:



  • Champion a strong site safety culture and continuous improvement through visible leadership, coaching, and accountability.

  • Own site EHS/MSHA compliance performance, including program governance, regulatory readiness, and communication of requirements to site leadership.

  • Maintain effective relationships with federal, state, and local regulators and support regulatory interactions and inspections.

  • Lead incident/accident investigations and corrective/preventive action plans, ensuring timely closure and learning shared with the site.

  • Direct the site EHS assurance process (inspections, audits, and performance monitoring) to identify risk and drive sustained compliance.

  • Own site emergency preparedness and response program, including readiness planning, drills, and coordination with response teams (mine rescue as applicable).


Responsibilities (Essential Functions)



  • Update environmental policies, safety data sheets (SDS), and compliance processes to align with new and amended regulations.

  • Maintain EHS compliance systems (metrics, records, and periodic self-assessments) to support accurate reporting and regulatory readiness.

  • Reinforce site safety culture through routine GEMBA Walk inspections and timely follow-up on findings.

  • Maintain and post quarterly updates to mine maps and fire/evacuation plans.

  • Prepare and submit required MSHA reports (e.g., man-hours and reportable incidents).

  • Schedule and conduct site inspections/audits, document results, and track corrective actions to completion.

  • Deliver and facilitate site safety and emergency-response training and support competency development (tailgate talks, refreshers, and drills).

  • Provide EHS expertise and guidance for the design and modification of facilities, work areas, and procedures.

  • Administer the MSHA training program by scheduling required training, maintaining documentation/records, and ensuring timely retraining as needed.

  • Maintain employee exposure records to support accessibility and regulatory compliance.

  • Respond to and help resolve safety, health, environmental, and regulatory issues; escalate imminent-danger or high-risk conditions and ensure corrective actions are implemented and verified.

  • Plan and execute emergency response drills and exercises (e.g., fire, evacuation, underground scenarios as applicable) and document opportunities for improvement.

  • Attend MSHA and other EHS-related training and seminars as needed.

  • Other duties as assigned.


Supervisory Responsibilities:



  • None


Education, Experience, and Certifications:


High school diploma/GED required; Associate’s/Bachelor’s preferred (e.g., Occupational Safety, Industrial Safety, Safety Engineering).



  • Minimum 5 years of progressive experience in mining and/or EHS roles, preferably in an underground environment.

  • 1 or more years of supervisory experience is a plus

  • Strong working knowledge of bulk solids handling equipment 

  • In the field, coaching and mentoring abilities

  • Mine Rescue experience is a plus


Core Skills:



  • Proficient with Microsoft Office (Excel, Word) and related web-based systems (e.g., timekeeping/payroll such as E-Time Sheet); experience with Microsoft Dynamics preferred.

  • Strong working knowledge of SAP; ability to maintain accurate records and reconcile basic production metrics (production, shipped/received totals, and related KPIs).

  • Ability to read, interpret, and apply safety rules, work instructions, diagrams, schedules, and technical manuals; prepare routine reports and required documentation.

  • Demonstrated problem-solving, sound judgment, and ability to interpret and carry out written and verbal instructions.

  • MSHA certifications (IS, IU).

  • MSHA certifications (MM, MR) preferred; CMSP (Certified Mine Safety Professional) preferred; water operator license preferred (or ability to obtain).

  • Maintenance & reliability experience, including exposure to industrial equipment, instrumentation, and electrical systems.

  • Accredited qualifications and/or experience in regulatory and compliance assurance.

  • Ability to organize, maintain, and keep electronic records/documents current in accordance with site and regulatory requirements.

Working Conditions:



  • Primarily an on-site role with administrative (office) work and frequent time in operational/mine areas.

  • Occasionally lift and move up to 50 pounds; ability to walk/stand for extended periods and navigate stairs, uneven surfaces, and industrial/mine environments.

  • Exposure to varying weather conditions and mine-site environmental conditions while performing inspections and field activities.

Must be able to complete and pass post-offer checks, including, but not limited to, background, drug, references, and education.
