Job Description - Emergency Asst Specialists


 All applicants will be required to pass a Florida Level 2 background check.   https://info.flclearinghouse.com Successful candidate will be responsible for obtaining, verifying, and evaluating information from applicants and  recipients regarding initial and continuing eligibility of LIHEAP, Community Service Block  Grant (CSBG) service programs and other utility assistance programs. Maintain files as  required.  ESSENTIAL FUNCTIONS:  1) Initiate and process casework required by LIHEAP and/or CSBG performance  standards and state funding terms and conditions.   2)  Maintain client confidentiality at all times. Track utility accounts and process pledges  or payments to utility companies.  3) Distribute, collect, and assist applicant and recipients in completing documents upon  which eligibility determinations are based.  Obtain applicant earnings and financial  obligations, parental status and living arrangements.  Verify accuracy, completeness and timeliness of required documents.  4) Determine eligibility and enrollment in accordance with Federal and State priority  guidelines and regulations.  5) Provide information and make referrals to resources available via our agency or  within the community.  6) Accurately enter and update client data in agency and government databases while adhering to the strict program’s guidelines. Use Microsoft Office programs for reports.  7) Establishes and maintains assigned case files via monitoring and auditing tools to ensure compliance with Federal, State, LIHEAP, CSBG, and agency policies and procedures.  8) Attend meetings and participate in training sessions located on or off-site.  9) Follow all policies and procedures of the Osceola Council on Aging.  10) Other duties as assigned, including assisting in times of disaster as needed.  OTHER RELATED FUNCTIONS:  HOURS OF WORK:  Full time – 40 hours - office opens 8:00 am to 5:00 pm, flex-time with  supervisor’s approval.  May require some evening or weekend hours for special projects.   Additionally, the employee must be able to work off-site at any of the locations in the  Planning and Service Area.

 Education/Training:  Licensure/Certification:  Experience:  Interpersonal Skills:  Essential Technical/Motor Skills:  Essential Mental Abilities:  Essential Sensory Requirements:  Essential Physical requirements:  Exposure to Hazards:  Other:  High School Diploma or GED.  Must have computer experience and be proficient with Windows based applications.  Requires the ability to follow written and verbal instructions.  N/A  Must have office/filing experience.  Must be able to track  and organize paperwork and have ability to work  independently.  Must have excellent interpersonal, communication and  organizational skills and the ability to work with a wide  variety of groups and individuals.  Sufficient skills to be able to read and write effectively.  Knowledgeable and competent to perform all essential  functions.  Ability to visually and audibly perform all essential  functions.  Must be able to sit for long periods of time.  Sufficient mobility and strength to move about the facility and the community, have corrected vision and hearing to the normal range.  This position may require occasional bending and lifting subject to specific physical requirements and working conditions as listed in job duties. Assumes responsibility for professional growth and development.
