Job Description - Encroachment and Mission Sustainment Program Analyst






Salary Statement






Estimated Starting Salary Range: USD $90,050.00/Yr. - USD $150,000.00/Yr. Salary to be determined by the education, experience, knowledge, skills, and abilities of the applicant, internal equity, and alignment with market data.








Description






Reports to the Office of the Deputy Assistant Secretary of the Army for Energy and Sustainability (ODASA E&S) to support Siting Clearinghouse Obstruction Evaluation/Airport Airspace Analysis of off-site energy systems and obstructions. Leads the refinement, deployment, and user training of an enterprise tool to ensure the successful integration into the Department of the Army’s mission compatibility review process. Successful integration involves workflow design improvements and management of off-site energy initiatives to ensure the timely and accurate identification, tracking, trending, reporting, and coordination for interservice/interagency review, assessment, and decision for compatibility with critical Department of War (DoW) testing and training range missions. 

 

Work independently to:

  • Perform analysis of complex ODASA E&S and Siting Clearinghouse mission sustainment requirements
  • Utilize Geographic Information System (GIS) mapping capability to create maps and identify mission risks from off-site project developments
  • Coordinate and manage project review meetings with interservice/interagency stakeholders and record outcomes
  • Design and implement workflow methodologies and metrics to manage, track, and trend projects/taskers, and communicate status across the community of interest
  • Support implementation of the Mission Capability Analysis Tool (MCAT) Formal Module; evaluate and recommend MCAT features and functionality that assist the Army
  • Other duties as assigned
  • This is a hybrid position requiring two days on-site in Arlington VA, each week.

Requirements






  • 8 years of professional experience or an equivalent combination of Bachelor’s degree level education and 4 years of professional experience

  • 5+ years of experience designing, implementing, and managing workflow for multiple on-going projects, coordinating stakeholder meetings, recording outcomes, tracking and reporting task status

  • Experience using GIS mapping capability

  • Strong technical communication skills

  • Experience having successfully integrated a new tool or system

  • Experience conducting user training

  • Experience facilitating/coordinating between technical personnel and end users

  • Strong organizational skills, ability to capture, distill, and centralize pertinent information for informed HQ level decision making using existing communication tools

  • Ability to identify process gaps, design and implement mitigations, and collaborate to accomplish organizational objectives

  • Active Secret Clearance

  • Knowledge of MS Office functionality, particularly Teams, SharePoint, and advanced knowledge of Excel spreadsheets and performing data analysis and visualization

  • Travel <10% 









Desired Skills






  • Experience working with the DoW Siting Clearinghouse highly preferred

  • Aviation operations and planning experience in one of the following military specialties, or civilian equivalents: US Air Force Airfield Operations Officer (13MXX), or Airfield Management (1C71X1); US Army Aviation Officer (15A), Air Traffic and Air Space Management Technician (150A), or Aviation Operations Specialist (15P); US Coast Guard Aviation Specialist (AVI10), Operations Ashore-Response (OAS10), or Operations Specialist; US Marine Corps Air Command and Control Officer (7209), Aviation Space Operations Officer (7596), or Aviation Operations Specialist (7041); US Navy Naval Flight Officer (132X), or Air Traffic Control Technician (739X), or Civilian Sector airspace planner, environmental consultant, commercial wind/solar project developer, or regional planning coordinator

  • Experience using MCAT

  • Experience supporting the DoW or Office of the Under Secretary of War

  • Experience facilitating environmental review, infrastructure zoning, or utility planning processes involving federal agencies (e.g., FAA, BLM, FERC, DOE) or local governments.

  • Experience working with Mission Sustainment and/or Energy projects

  • Experience supporting the development of military guidance documents

  • Bachelor’s degree in a technical field, which may include but are not limited to: Geospatial Sciences, Aviation Management, Urban/Regional Planning, Architecture, Environmental Science, or a related technical discipline

SRC IS A CONTRACTOR FOR THE U.S. GOVERNMENT, THIS POSITION WILL REQUIRE U.S. CITIZENSHIP AS WELL AS, A U.S. GOVERNMENT SECURITY CLEARANCE AT THE SECRET LEVEL
