Job Description - Enterprise Project Manager

Manifest Solutions is currently seeking an Enterprise Project Manager for a position in Corpus Christi, TX.

  • Receive and assess assigned non-program project requests, PMO initiatives, executive assignments, operational improvements, and cross-functional tasks.
  • Clarify the business need, sponsor, objectives, expected outcomes, scope boundaries, priority, urgency, stakeholders, dependencies, assumptions, constraints, and required decisions.
  • Develop concise project charters or intake documents and recommend an appropriate delivery approach based on complexity, risk, duration, and stakeholder impact.
  • Maintain an inventory and prioritized backlog of assigned non-program work, including status, owner, target dates, dependencies, and next actions.
  • Develop integrated project management plans appropriate to each assignment, including scope, schedule, milestones, budget or cost expectations, resources, communications, risks, issues, quality, procurement, change, and stakeholder engagement.
  • Decompose approved scope into deliverables, work packages, activities, dependencies, acceptance criteria, accountable owners, and target dates.
  • Establish practical baselines and measurement approaches for schedule, cost, deliverables, and benefits where applicable.
  • Coordinate planning with business owners, PMO resources, finance, technology, engineering, operations, procurement, suppliers, and other contributors as required.
  • Lead assigned projects and initiatives through execution, monitoring, control, transition, and closeout.
  • Coordinate work across functions and suppliers, clarify responsibilities, facilitate decisions, and maintain alignment on priorities and deliverables.
  • Facilitate working sessions, project reviews, issue-resolution meetings, and sponsor updates with agendas, decisions, and action tracking.
  • Maintain project plans, milestone schedules, action logs, decision logs, risks, issues, assumptions, dependencies, and deliverable status.
  • Escalate material barriers, overdue decisions, resource conflicts, scope uncertainty, and forecast impacts with recommended response options.
  • Manage PMO internal projects such as governance implementation, reporting improvements, process rollout, onboarding, tool adoption, documentation, data-quality improvements, and organizational readiness activities.
  • Coordinate implementation of approved PMO standards, templates, control gates, reporting cadences, and process changes across affected stakeholders.
  • Support transition of outputs from process designers, technical writers, schedulers, analysts, or technology partners into operational use.
  • Monitor adoption and completion of agreed actions and identify additional support required for sustainable implementation.
  • Maintain clear scope boundaries and prevent uncontrolled expansion of assigned work.
  • Develop and maintain milestone schedules, look-ahead plans, dependencies, and critical deliverable dates using client-approved tools.
  • Track approved budgets, forecasts, commitments, invoices, or resource usage when financial management is part of the assignment.
  • Maintain risk and issue registers with probability, impact, response actions, owners, due dates, and escalation status.
  • Document proposed changes, assess impact to scope, schedule, cost, resources, risk, and benefits, and route changes through the applicable approval process.
  • Identify sponsors, business owners, customers, contributors, approvers, affected stakeholders, and external dependencies for each assignment.
  • Develop and execute stakeholder and communication plans appropriate to project complexity and impact.
  • Coordinate suppliers and internal service providers against defined deliverables, milestones, acceptance criteria, actions, and reporting expectations.
  • Prepare concise executive communications that identify current status, accomplishments, decisions needed, risks, issues, changes, and forecast impacts.
  • Provide weekly or monthly project and non-program portfolio reporting according to PMO cadence.
  • Maintain a consolidated view of assigned work showing health, milestone status, deliverables, risks, issues, decisions, dependencies, and leadership actions.
  • Confirm deliverable acceptance, operational ownership, document retention, open-item disposition, and final stakeholder communications before closure.
  • Complete project closeout records, lessons learned, outcome summaries, and transition plans.
  • Support benefits tracking and post-implementation review where success measures and accountable benefit owners have been defined.

Required Qualifications

  • Demonstrated experience managing enterprise, cross-functional, operational, technology-enabled, or business transformation projects from initiation through closeout.
  • Experience managing multiple concurrent projects and special initiatives that vary in scope, complexity, duration, and stakeholder impact.
  • Strong working knowledge of project management practices for scope, schedule, cost, risk, issue, change, quality, procurement, communications, stakeholder, and benefits management.
  • Demonstrated ability to create project charters, integrated plans, schedules, budgets, RAID logs, decision logs, executive reports, and closeout packages.
  • Experience working within or closely with a PMO and applying standard governance, control gates, templates, reporting cadences, and change-control requirements.
  • Strong facilitation, negotiation, problem-solving, written communication, executive presentation, and cross-functional coordination skills.
  • Ability to organize ambiguous assignments, establish structure quickly, and drive decisions and deliverables without unnecessary administrative burden.
  • Advanced proficiency with Microsoft Word, Excel, PowerPoint, Teams, SharePoint, and project planning or work-management tools.
  • Experience within utility, capital construction, infrastructure, engineering, operations, finance, or regulated environments preferred.
  • Project Management Professional (PMP) certification or equivalent required; Agile, change-management, Lean, or process-improvement credentials preferred.
