Position Overview:

The Law Enforcement Training and Standards Board (ILETSB) invites well qualified candidates to apply for the position of Field Investigator – Boone County. This position serves as a sworn law enforcement investigator with full police powers, conducts investigations into complaints of police misconduct, acts as a liaison between ILETSB and training facilities and law enforcement agencies around the state, provides testimony before the Certification Review Panel and administrative hearings, and occasionally performs brief speaking engagements on behalf of the agency. The ideal candidate for this position will have considerable professional experience conducting criminal investigations as well as internal affairs investigations. A successful history of public relations, effective communication skills, and strong report writing skills are also necessary for success in this role. ILETSB’s main headquarters is conveniently located at the southern edge of downtown Springfield in a beautifully maintained building across from the Lincoln’s Home National Historic Site with free secured parking on-site. The Board’s Chicago office is located in the Near West Side and also offers free parking on-site.

Essential Functions

Under direction of the Investigations Manager, serves as a sworn law enforcement investigator representing the Illinois Law Enforcement Training and Standards Board (ILETSB) with full police powers.

Acts as a technically informed liaison between ILETSB and Illinois certified police training facilities.

Conducts site visits at law enforcement agencies around the State to ensure the agencies and their officers maintain compliance with the Illinois Police Training Act, to include mandated training standards, mandated reporting, officer certification status, and adherence to all Board rules and regulations.

Provides testimony based upon investigations before the Certification Review Panel at administrative hearings.

Upon assignment, provides administrative investigation and security services for the Board and its various functions.

Upon receipt of fraudulent/counterfeit training certificates/documents, conducts an investigation into the issuance/origin of the document to include interviews of the owner of the certificate and agency head.

Performs speaking engagements on assignment by the Investigations Manager.

Performs other duties as required or assigned which are reasonable within the scope of the duties enumerated above.

Minimum Qualifications

Requires knowledge, skill and mental development equivalent to the completion of four (4) years of college, including courses in the field of police administration or public administration.

Requires five (5) years of professional law enforcement experience as a sworn officer in good standing of a local, state or federal law enforcement agency.

Preferred Qualifications

Ten (10) years of work experience conducting in-depth law enforcement investigations into criminal activity up to and including court testimony.

Four (4) years of prior work experience investigating police misconduct or internal investigations.

Five (5) years of work experience successfully performing general administrative duties including correspondence, preparation of professional reports, and analysis of programs.

Four (4) years of work experience effectively utilizing police training methods and procedures.
Extensive knowledge of the problems of crime and law enforcement on both the national and state levels.

Extensive experience carrying out various public relations duties, including development of professional reports concerning the work of a law enforcement agency.

Conditions of Employment

Requires eligibility to be certified as an Illinois law enforcement officer, in good standing, within 90 days of hire.

Requires valid Illinois driver’s license and the ability to travel in the performance of duties, with overnight stays as appropriate.

Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last‐minute overtime. This requires the ability to work evenings and weekends.

This position is considered medium work as defined by the U.S. Department of Labor (20 CFR 404.1567(c)). Medium work involves lifting no more than 50 pounds at a time with frequent lifting or carrying of objects weighing up to 25 pounds. This job may require a good deal of walking or standing and involves sitting for long periods of time.

Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other law enforcement/criminal justice related topics relevant to the job duties.

Requires the ability to pass an extensive criminal background and employment history check.
