Field Superintendent

Job Summary

Advance Metroparks Toledo’s core conservation mission by preparation and oversight of major maintenance and capital improvement projects in order to create world-class facilities and maintain existing Metroparks’ infrastructure to the highest professional standards. This is a part-time role.

Duties and Responsibilities

Field Supervision and Project Oversight

• Direct all field contractors to achieve completion of the project on schedule, within budget, with quality workmanship that conforms to plans and specifications.
• Order materials and schedules inspections as necessary throughout the project.
• Coordinate scheduling of subcontractors, inspectors, and clients to complete each project on time
• Encourage safe work practices and resolves any site hazards that may occur.
• Maintain an organized job site to include the office and field work.
• Manage multiple, complex capital and maintenance projects from planning through closeout, ensuring high professional standards. 
• Review and understand project designs, construction documents, specifications, and cost estimates. 
• Coordinate with internal teams and external consultants to develop, review, and execute project designs. 
• Ensure design and technical decisions meet organizational standards, best practices, and regulatory requirements. 
• Maintain a written daily log of visitors, job actions performed, materials expended, and problems resolved on the job site.
• Travel between multiple job sites and simultaneously manage workloads of individual projects

Construction Administration & Financial Management

• Oversee all construction administration activities, including site inspections, project documentation, contractor performance, and adherence to project specifications.
• Review and coordinate project schedules, submittals, shop drawings, scope adjustments to be sent for approval to the project manager.
• Review project budgets, departmental budgets, and cost controls.
• Oversee field changes and project closeout documentation. 
• Ensure successful project closeout, including documentation, compliance, and final approvals. 

Stakeholder Coordination & Communication

• Coordinate and communicate with staff, departments, contractors, consultants, and external stakeholders to ensure successful project delivery.
• Provide regular project status updates to internal and external stakeholders. 

Grants, Regulatory & Special Projects

• Manage grant-funded projects, ensuring compliance with deadlines, reporting requirements, and funding regulations. 
• Provide onsight coordination for DOT-funded projects, including final approvals and documentation. Maintain and oversee internal processes to stay current and compliant with ODOT requirements of an LPA and ensure documentation to pass potential audits. 
• Support asset management efforts, including facility condition assessments and coordination with insurance providers.
• Assist Natural Resources department with construction oversite of environmental and restoration projects.  

Leadership & Organizational Support

• Direct and oversee the work of field staff, contractors, and consultants. 
• Foster a safe work environment for employees and contractors. 
• Maintain positive working relationships with internal and external stakeholders. 
• Support cross-departmental initiatives including project development, cost estimating, and grant assistance. 

Other duties, as assigned.

Equipment Used

• General office equipment 
• Software & Apps: Microsoft 365, Microsoft Project, Unity, Bluebeam Revu, PlanetBids, AutoCAD Civil 3D
• Park vehicles, including utility vehicles and trucks 

Physical Requirements and Working Conditions

• Schedule: Typically a 30-hour workweek that may require work in the evenings, weekends, and/or holidays 
• Home Work Location: Fallen Timbers Field Office with regular visitation of active construction sites throughout the district in all weather conditions
• May require business use of personal vehicle for frequent travel between Metroparks locations
• <10% travel outside Lucas County
• Ability to lift and carry up to 50 pounds occasionally over uneven terrain and inspect construction sites.

Job Requirements

1. Must be 18 years of age and possess a valid driver’s license with an acceptable driving record.
2. Education: Bachelor’s degree in Civil or Mechanical Engineering, Construction Management or a related field. 
3. Experience: 10-15 years of progressive experience in civil engineering or construction management. Experience managing projects within sensitive natural areas, preferred. Commercial experience mandatory; Commercial Government preferred.
4. Certifications: Must obtain the following certifications and fulfill requalification and recertification requirements: (Internal Candidates: Certifications already achieved, preferred).
5. First Aid/CPR within 1 year
6. OSHA 30-hour within 1 year

Knowledge, Skills and Abilities

Demonstrated appreciation for enhancing quality of life and conserving the region’s natural resources through clean, safe and natural parks and open spaces.  

Knowledge

• Demonstrated knowledge of federal, state and local laws and regulations pertaining to land use, building codes, permitting, project development sequence and construction requirements.
• Minimum of five years previous experience of construction with exposure to scheduling, ordering materials, field supervision, budget management, quality control and production of all phases of construction.
• Demonstrated proficiency of various construction methods and materials, their characteristics, installation procedures and tolerances, costs, scheduling, estimating, purchasing and engineering principles and techniques. 
• Demonstrated knowledge of coordinating field documents associated with the design and construction process.
• Demonstrated understanding of the due diligence process including geotechnical studies, land title reviews, and environmental inquiries.
• Knowledge of ODOT requirements to maintain LPA status including process for procurement of professional services, NEPA compliance, right of way clearance, construction administration and complete project delivery.
• Understanding of the principles and practices of parks, trails, open space and recreation planning and design, and the management and protection of sensitive natural and cultural resources.
• General understanding of park maintenance for buildings and grounds; HVAC, electrical, and plumbing.
• Understanding of PERRP and OSHA compliance requirements.  

Skills

• Strong technical skills; ability to read technical specs, submittals, architecture and engineering drawings, surveys and navigate the due diligence process.
• In depth computer skills to use software noted above.
• Strong verbal and written communication skills. Ability to speak and write clearly, graphically, concisely and persuasively with ability to communicate one-on-one or in group settings in a way that inspires confidence and motivates engagement with the Metroparks.
• Problem solving skills; ability to conduct fact-based root cause analysis and apply continuous improvement methodologies. Ability to gather, organize and evaluate data; formulate recommendations and develop successful strategies.

Abilities

• Ability to be a trusted advisor, build consensus, make informed decisions, and manage change.
• Ability to research, plan, implement, problem-solve and evaluate construction techniques, activities and operations. Ability to discern relevant issues and effectively address them, trouble-shoot and adopt creative solutions.
• Ability to think creatively and develop unique, park-like, and whimsical solutions.
• Ability to develop and maintain effective professional relationships with all stakeholders, including regulatory agencies, contractors, consultants, elected officials, employees, volunteers and the general public.
