The Financial Analyst 3, Capital Markets & Debt Management supports the organization's financing, debt management and rates and regulatory activities. This role provides analytical support for private placement transactions, bond issuances, debt portfolio management, capital planning, and credit rating agency interactions.
The position is responsible for developing financial models, monitoring debt compliance, evaluating financing alternatives, and assisting with capital market transactions. The Financial Analyst 3 works with finance leadership, to support the organization's financing strategy and maintain strong access to capital markets. Additionally, the Financial Analyst 3 will also support the finance, treasury, accounting and corporate compliance departments and participate in various other projects as required and directed by CoServ’s Director of Finance.
Responsibilities
Primary Position Responsibilities
Maintain and monitor the organization's debt portfolio, including private placement debt, bank facilities, bond issuances, letters of credit and lines of credit and other financing arrangements.
Prepare debt schedules, amortization analyses, maturity forecasts, and debt service projections.
Assist with the evaluation of refinancing opportunities and new financing alternatives.
Support financing transactions including private placements, public bond issues, and revolving credit facilities.
Monitor capital market conditions and interest rate trends.
Assist in preparing financing memorandums and lender due diligence materials.
Prepare reports using spreadsheets, accounting software, or other business intelligence software as required.
Develop and maintain financial models used for capital planning, debt issuance, and long-term forecasting.
Perform sensitivity analyses and scenario modeling related to financing structures and capital investments.
Analyze organizational liquidity, leverage, debt service coverage, and other key credit metrics.
Assist in preparing presentations and supporting materials for credit rating agency reviews.
Monitor key metrics impacting credit quality and rating outcomes.
Track industry trends and benchmark performance against peer organizations.
Complies with established CoServ safety and operating rules, procedures and guidelines including reporting unsafe practices to a supervisor.
Complies with established CoServ Information Security Handbook, policies, procedures, and guidelines including reporting suspected information security incidents to Tech Support.
Supervisory Responsibilities:
Monitor compliance with debt covenants, financing agreements, and reporting requirements.
Prepare recurring reports for lenders, trustees, and management.
Maintain financing documentation and debt databases.
Support external auditors during debt-related reviews and audits.
Supervises the establishment of any new gas or electric rates
Supervises and attests to responses to regulatory agencies regarding gas or electric rates and tariffs and ensures their accuracy and completeness
Secondary Position Responsibilities
Assist in the development, design, implementation, and management of the organization’s cost of service studies for both electric and natural gas distribution to residential and commercial accounts
Prepare and present board presentations for debt related or rating agency activities as well as any rate design changes or communication relative to cost of service studies, tariff changes or substantial or impactful changes surrounding the external governing bodies (PUCT, ERCOT, TXRRC, etc.)
Responsible for obtaining, documenting, and maintaining knowledge of the natural gas and electric distribution utility industries and rules and regulatory aspects governing such including all aspects of the PUCT, ERCOT and TXRRC and reporting on any changes and impact of those changes to senior leadership as they occur.
Receives training as directed by the Director of Finance.
Bachelor’s degree in finance, accounting or economics
10 or more years of progressively responsible experience in corporate finance, treasury, debt management, banking, public finance, utility finance, or capital markets.
Experience developing detailed financial models and forecasts.
Experience analyzing debt portfolios, financing alternatives, or capital structures.
Advanced proficiency in Microsoft Excel and financial analysis tools.
Education, Experience, and Certifications Preferred
Master’s degree in accounting, finance, mathematics, economics or business administration
Licensed Certified Public Accountant, Chartered Financial Analyst, Certified Treasury Professional or candidate for certification.
Skills and Abilities Required
Strong understanding of corporate finance and capital markets.
Knowledge of fixed-income securities, private placements, and bond financing structures.
Advanced financial modeling and forecasting capabilities.
Strong analytical and problem-solving skills.

Ability to manage multiple projects and meet deadlines.
